민간군사기업(PMCs)의 역사와 발전: 한국적 민간군사기업(K-PMCs)의 비전투 분야에서의 운용 확대와 함의를 중심으로

국문 초록

탈냉전기 급격한 국제정세와 미래전의 양상 변화로 인해서 전 세계적으로 민간군사기업(PMCs)이 다양하게 활용되고 확대되고 있다. 제3의 군 모델로 간주되는 PMCs는 과거 용병과 달리 군사적 재화와 용역의 전문적 제공을 통해 합법적으로 광범위한 군사 및 안보 분야에서 서비스를 제공하고 이윤을 추구하는 민간군사기업을 총칭한다. 현재 미국과 영국 등 일부 국가들은 국방개혁을 추진하면서 한정된 국가재원을 효율적으로 운용하기 위해서 PMCs를 확대 추진 중이다. 이를 통해 이들 국가들은 일자리 창출과 국방예산 절감 등 파급효과를 달성하고 있다. 이러한 맥락 하에서 본고에서는 우리 군이 직면한 인구급감에 따른 국방인력 감축과 현재와 미래의 안보위협에 효율적으로 대비하기 위해서 국가 총체전력(Total Force) 차원에서 한국적 민간군사기업(K-PMCs), 즉 ‘민간 아웃 소싱’의 전략적 운용과 활용 방안을 제시해 봄에 있다. K-PMCs의 추진 주체인 국방부와 우리 군은 국방 효율화와 전투력 향상을 위해서 K-PMCs의 활동 범위를 전·평시와 위험도에 따라 필요한 분야와 군 임무 수행에 적합한 역량을 요구하는 ‘비전투 분야’를 중심으로 우선순위를 선정해야 한다. 아울러 실효적인 K-PMCs 전략적 운용과 확대 추진을 위해서 국회와 정부의 적극 지원 하에 관련 방안을 법령에 명시하고, 국방부는 국방 인증제도 도입을 통해 지속적으로 보완해야 한다. 결과적으로 우리 군은 K-PMCs의 점진적 확대를 통해서 전투력 강화, 제대군인 재취업과 비전투분야 중심으로 기업과 민간인력 확충 등을 기반으로 국방과 경제의 선순환 기회로 활용해야 한다.

영문 초록

Due to the rapid international situation and changes in the aspects of future warfare, private military companies(PMCs) are being used and expanded in various ways around the world under the post-Cold War era. Considered a third military model, PMCs collectively refers to a private military company that, unlike past mercenaries, legally provides services and pursues profit in a wide range of military and security sectors through the professional provision of military goods and services. At present, some countries, such as the U.S. and the UK, are pushing for PMCs to effectively manage limited national resources while pursuing defense reforms. Through these efforts, these countries are achieving ripple effects including job creation and defense budget reduction. In this context, the aim of this article is to propose a strategic operation and utilization plan of Korean private military companies(K-PMCs) as a way to effectively prepare for the reduction of defense manpower and the current and future security threats facing Korean Army. Most of all, in order to improve defense efficiency and combat power, Korean Army should prioritize the scope of K-PMCs’s activities in terms of total force, focusing on non-combat areas that require necessary fields and competencies suitable for military missions in accordance with pre- and normal times and risks. Also, in order to effectively operate and expand K-PMCs, the relevant measures should be specified in the legislation under the support of the National Assembly and the government, and the Ministry of National Defense should continuously supplement it through the introduction of the national defense certification system. As a result, Korean Army should utilize K-PMCs as a virtuous cycle opportunity of defense and economy based on strengthening combat power, re-employment of discharged soldiers and expansion of business and civilian manpower centered on non-combat field through gradual expansion of K-PMCs.
