국문 초록

이 논문은 1941년에 발간된 Japan Inside Out을 중심으로 이승만의 국제정치관을 살펴보고자 했다. 기존연구들은 이승만을 힘의 논리에 기반해 국제정치를 이해했던 현실주의자로 주로 평가해왔다. 그러나 본 연구는 기존연구들이 포착하지 못했던 이승만의 자유주의적 측면에 주목하였다. 이 논문은 이승만의 국제정치관이 현실주의와 이상주의의 전제들을 복합적으로 수용하는 현대의 신자유주의 국제정치 이론의 사상과 맞닿아 있음을 주장한다. 이승만은 전간기 연합국의 추축국에 대한 유화정책을 비판함과 동시에 민주주의의 확산과 민주주의 국가들 간의 협력을 강조했다. 이와 같은 그의 관점은 자유주의의 대표적 이론인 ‘민주평화론(democratic peace theory)’과 밀접한 유사성을 보인다. 나아가, 본 연구는 이승만의 ‘국가 간의 연합체(family of nations)’ 개념과 칸트의 ‘국가 간의 연방(federation of nations)’ 개념을 비교 분석하여, 이승만의 국제정치관이 현실주의와 이상주의를 복합적으로 아우르는 현대의 신자유주의적 성격을 지니고 있음을 밝힌다.

영문 초록

This study explores Syngman Rhee’s perspective on international politics, focusing on his 1941 publication, Japan Inside Out. Existing researches have predominatly characterized Rhee as a realist who interpreted international politics through the lens of power politics. However, this study highlights his liberal aspects that previous research has overlooked. We argue that Rhee’s views on international politics resonate with modern liberalist school, which integrates the aspects of both realism and idealism. Rhee criticized the appeasement policies of the Allied Powers toward the Axis Powers during the interwar period while simultaneously emphasizing the importance of the spread of democracy and cooperation among democratic states. His perspective closely parallels the core tenets of liberalism, particularly the ‘Democratic Peace Theory.’ Furthermore, this study compares Rhee’s concept of a “family of nations” with Immanuel Kant’s “federation of nations,” illustrating how Rhee’s vision of international politics reflects a modern liberal aspect that synthesizes realism and idealism.
