인구감소시대의 특례시 쟁점 및 인구기준의 재검토

국문 초록

2022년부터 지방분권 및 지역균형발전을 위해 기초자치단체중 인구 100만 이상 대도시를 특례시로 지정하는 제도가 실시되었다. 그러나 심각한 비수도권 인구감소로 인해 비수도권의 유일한 특례시인 창원시는 인구감소로 특례시에서 제외될 우려가 제기되고 있다. 지방자치법 시행령 제118조의 특례시 인구 인정기준은 2년 연속 전년도 말일 기준으로 해당 지역의 인구가 100만명을 유지할 것을 규정하고 있다. 문제는 수도권 인구집중 현상이 심화되고 있어 비수도권인 창원시는 2025년 인구가 100만명 이하로 감소할 전망이며 반면 수도권인 화성시는 2025년 인구 100만명 달성이 확실한 가운데 경기권에만 수원시, 고양시, 용인시, 화성시 등 4개 특례시가 지정될 예정이다. 반면 비수도권의 창원시가 특례시에서 제외되면 비수도권은 특례시가 전무하게 된다. 따라서 본 연구는 이러한 특례시 인구기준은 수도권 인구집중 현상이 지속되는 가운데 지역불균형을 심화시키게 되므로 진정한 지방분권과 지역균형발전을 위해서는 특례시 인구기준의 재검토가 필요함을 제기하고자 한다. 이에 따라 본 연구에서는 인구통계 변화 및 전문가 의견조사를 바탕으로 지방자치법 제198조 및 동법 시행령 제118조의 특례시 인구기준에 대한 재검토와 개정방안을 제시하였다.

영문 초록

A system was established to designate Large cities with a population of more than one million among local governments(Si, Gun, Gu) as “Special Si” for decentralization and balanced regional development. “Special Si” referred a Large city with a population of at least one million persons. However, due to the severe population decline in non-metropolitan areas, Changwon City, the only “Special Si” in the non-metropolitan area, is expected to fall below one million people, raising concerns that it will be excluded from the “Special Si” status. Currently, Article 198 of the Local Autonomy Act and Article 118 of the Enforcement Decree of the Local Autonomy Act stipulate that the standard for a “Special Si” is a population of one million, which may lead to an imbalance in the number of “Special Si” in the metropolitan are a, while non-metropolitan areas have no “Special Si”. Therefore, this study aims to raise the issue that the population thre shold for “Special Si” is likely to deepen regional imbalances and that a review of the population threshold for “Special Si” is necessary for true decentralization and regional balance. Accordingly, based on demographic changes and expert opinion surveys, this study proposes a review and revision of the population criteria for special cases in Article 198 of the Local Autonomy Act and Enforcement Decree 118 of the same Act.
