‘효과적 IRB 심의’ 와 ‘IRB 심의 절차의 효율성’ 의미 고찰

국문 초록

현대에 이르러 연구 환경의 변화와 연구량의 증가는 IRB 업무량의 증가로 이어졌다. 이로인해 연구자의 연구 지연과 부담이 결과로 나타나게 되었다. 이러한 배경 아래 ‘IRB의 효율성 이슈’는 등장하게 된다. 그러나 IRB의 제도가 인간대상자의 안전과 복지에 관련한 윤리적 제도임을 감안한다면 IRB의 ‘효과성’이 아닌 ‘효율성’의 의미는 모호해 보인다. 따라서 본 연구는 IRB의 ‘효율성’과 ‘효과성’의 의미를 고찰하고 이를 기초로 IRB 제도에서 재고되어야 할 ‘효율성’ 의미에 대해 논한다. 동시에 IRB 제도에서 먼저 고려되어야 할 ‘효과성’ 증진을 위한 방향을 제안하고자 한다. 이를 위해 본 연구는 미국 공통규정(Common Rule)의 개정 과정과 IRB에 관련한 정책 사례, 벨몬트 보고서와 법률을 고찰함으로써 IRB 제도의 ‘효율성’과 ‘효과성’의 의미를 구성한다. 또한 이를 기초로 국내의 IRB 이해관계자의 인식도 조사를 통해 그 의미가 명료화되도록 시도한다. 명료해진 IRB의 ‘효율성’과 ‘효과성’의 의미와 조사 결과로 나타난 논의점을 통해 IRB 효율성의 부수성에 관해 논할 수 있었고 IRB 제도의 효과성 증진과 연구의 윤리적 환경 조성을 위한 제언을 할 수 있었다.

영문 초록

In modern times, changes in the research environment and an increase in the amount of research have led to an increase in IRB workload. This resulted in delays in research and burdens on researchers. Based on this background, the 'IRB efficiency issue' emerges. However, considering that the IRB system is an ethical system related to the safety and welfare of human subjects, the meaning of 'efficiency' rather than 'effectiveness' of IRB seems ambiguous. Therefore, this study examined the meaning of 'efficiency' and 'effectiveness' of IRB and discussed the meaning of 'efficiency' that should be reconsidered in the IRB system based on this. At the same time, it proposed a direction for improving 'effectiveness' that should be considered first in the IRB system. This study constitutes the meaning of 'efficiency' and 'effectiveness' of the IRB system by reviewing the process of revising the US Common Rule, policy cases related to IRB, and the Belmont Report and laws. In addition, based on this, it attempts to clarify its meaning through interview with domestic IRB stakeholders. The meaning of IRB's 'efficiency' and 'effectiveness' and the discussion that emerged as a result of the interview were able to reflect on the additionality of IRB efficiency. In addition, suggestions for enhancing the effectiveness of the IRB system and creating an ethical environment for research could be made.
