국문 초록

As a newly emerging model of elderly care, the rural mutual-aid elderly care model can not only effectively make up for the deficiencies of family-based elderly care but also closely meet the actual needs of rural elderly care at present. Against the backdrop of rural revitalization, taking Yisa Town as an example, we explore in depth the development path of its rural elderly care model. Specifically, we aim to build a mutual-aid elderly care system through the leadership of the Party, organization by the government, and the mobilization of social organizations and the active participation of the elderly. To address issues such as a shortage of funds, a single form of service, and low participation in mutual aid in rural mutual-aid elderly care, we will take measures such as improving legislation and optimizing the system. These initiatives are designed to promote the high-quality development of elderly care services, ensuring that the elderly can enjoy sufficient elderly care guarantees, including daily care, medical security, and spiritual comfort, so that the vast majority of the elderly can share the fruits of reform and development and enjoy a happy old age.

영문 초록

作为一种新兴的养老模式，农村互助养老模式能够有效地填补家庭养老所存在的不足之处，还能紧密贴合了当前农村养老的实际需求。在乡村振兴的大背景下，我们以迤萨镇为例，深入探索其农村养老模式的发展路径。具体而言，我们旨在通过党建引领，政府组织，并动员社会组织及老年人积极参与，共同构建互助养老体系。为解决农村互助养老中面临的资金短缺、服务形式单一、互助参与度不高等问题，我们将采取立法完善和制度优化等措施。这一系列举措旨在推动养老服务的高质量发展，确保老年人能够享有充分的养老保障，包括生活照料、医疗保障及精神慰藉，从而让广大老年人能够共享改革发展的成果，安享幸福晚年。
