Innovative Approaches for Sustainable Social Housing Supply System

국문 초록
As of 2022, there were 380,000 social housing units in Seoul, accounting for 9.9% of the total housing stock of
3.84 million units, significantly lower than major metropolitan areas such as London and Paris. Despite the supply
shortage, inefficient management of existing social housing has led to structural limitations. Seoul Housing &
Communities Corporation experiences an average of 16,695 vacant units monthly as of July 2024, resulting in increased
management costs and an inability to respond effectively to housing demands. This study aims to approach the
transformation of social housing supply services through the following practical methodologies. First, we will critically
analyze the current social housing tenant recruitment process to identify its structural limitations. Second, we will conduct
an in-depth case study of residential mobility paths among housing-vulnerable populations to comprehensively understand
their actual housing needs and movement patterns. Third, we will examine the institutional constraints faced by housing
welfare centers in their social housing counseling processes, thereby empirically demonstrating the necessity of an
innovative transformation in the housing supply system.
