고전학파-케인즈주의 성장 및 분배 모형: 하나의 제안

국문 초록

본 논문은 고전학파와 포스트 케인지언의 주요 논의를 반영하는 하나의 성장 및 분배 모형을 제안한다. 해당 모형에서 도출되는 주요 결론은 다음과 같다. 첫째, 지속적인 증가추세의 ‘생산능력을 창출하지 않는 독립지출’은 성장의 궁극적인 원동력이고, 또한 유효수요의 변화를 안정화하여 해로드의 두 가지 불안정성을 제어할 수 있다. 둘째, 성장 과정에 내재하는 불안정성을 약화시키기 위해서는 분배몫의 변화를 안정화할 수 있는 소득정책과 노동시장 안정화 정책 등이 필요하다. 셋째, 장기적으로 자연성장률과 고용률은 유효수요에 영향을 받기 때문에 완전고용의 달성이 보장되지 않고 기술적 실업이 존재할 수 있다. 넷째, 수준 효과의 측면에서 절약의 역설, 임금주도성장이 성립한다. 마지막으로, 장기에서는 비용의 역설이 성립하지 않으므로 거시경제적 성과를 개선하는 확장적 재정정책과 임금주도성장 전략은 이윤몫와 이윤율을 감소시킨다. 이 때문에 이러한 정책을 추진 및 유지하기 위해서는 자본가계급의 사회적 힘을 제어할 수 있는 정치·사회적 조건이 필요하다.

영문 초록

This paper proposes a model of growth and distribution that combines the concerns and methodologies of classical and post-Keynesian economics. The main conclusions of the model are as follows. First, ‘noncapacity creating autonomous demand’, which is increasing on a constant trend, is the ultimate source of growth and can control the two instabilities of the Harrod-Domar model by stabilizing changes in effective demand. Second, to weaken the instability inherent in the growth process, income policy and labor market stabilization policy that can stabilize changes in the distributional share are needed. Third, in the long run, the natural rate of growth and employment rate are affected by effective demand. This means that full employment is not guaranteed and technological unemployment can occur. Fourth, in terms of level effects, both the paradox of thrift and wage-led growth are established. Finally, since the paradox of costs does not hold in the long run, expansionary fiscal policy and wage-led growth strategy that improve macroeconomic performance reduce profit share and profit rate. For this reason, political and social conditions that mitigate the social power of the capitalist class are necessary to implement and sustain these policies.
