국문 초록

기후기술은 온실가스 감축과 탄소중립 달성에 있어 가장 중요한 요인 중 하나이다. 대한민국 및 영국은 과학기술협력을 강화해왔는데, 현재까지 기후기술과 관련되어서는 활발하게 논의되지 못한 바 있다. 본 연구에서는 양 국가의 전략 및 공식 협력활동을 분석함으로써 기후기술에 대하여 시범적으로 협력 프레임워크를 제시하였다. 두 국가의 기후기술 관련 전략 및 계획은 양국 공통의 기술적 관심사를 도출하기 위하여 분석하였다. 에너지전환, 건물, 교통, 농축수산, 수소, 탄소흡수원, 탄소포집·저장·활용이 이러한 공통 관심사로 나타났다. 대한민국 정부의 영국 협력 공식 보도자료를 분석함으로써, 네트워크 구축 및 공동 연구개발활동 또한 주요 양자협력방안으로 정의하였다. 본 연구에서 활용된 방법론은 공식적인 정보 및 데이터를 활용하여 공통의 기술적 관심사 파악 및 협력방안을 도출하였기에 효율적이고 적절한 것으로 보인다. 이러한 시범적 협력 프레임워크가 양자 기후기술협력 촉진 및 주류화에 기여하기를 기대한다.

영문 초록

Climate technology is one of the most crucial factors of mitigating greenhouse gas emission and attaining carbon neutrality. The Republic of Korea (ROK) and the United Kingdom (UK) have strengthened science and technology cooperation while climate technology has not been actively discussed so far. This study aimed to suggest a preliminary framework of cooperation on climate technology by analyzing national strategies and official cooperation activities. The national strategies and plans in terms of climate technologies were analyzed to derive common technological interest of the ROK and the UK. Technologies in sectors of energy conversion, building, transportation, agriculture·livestock·fishery, hydrogen, carbon sink, and carbon capture, utilization and storage (CCUS) were identified. Network establishment and joint research and development (R&D) program were defined as main modalities of bilateral cooperation, according to a quantitative analysis on official announcement of the ROK on the cooperations. The methodology of this study is expected to be efficient and relevant as the official and public information·data had been utilized to identify common technological interests and to derive modality of cooperation. We hope this preliminary framework of cooperation on climate technology can contribute to facilitating and mainstreaming bilateral climate technology cooperation.
