국문 초록

중국은 2013년 일대일로(一帶一路)를 공식화했다. 이 논문에서는 중국이 지난 10년 동안 국가전략 차원에서 일대일로를 왜, 어떤 목적으로 추진했는지, 그에 대한 중국 밖의 평가는 어떠한지 살펴보았다. 일대일로의 목적을 미·중 패권경쟁전략과 신성장 전략을 중심으로 분석했다. 주요 연구내용은 다음과 같다. 첫째, 21세기 중국의 국제정세 인식은 세계 중심축이 서구 기독교문명에서 중국과 이슬람으로 이동한다고 본다. 이런 인식을 바탕으로 일대일로를 제안했다. 둘째, 중국이 강조해 온 공공재 제공, 상호존중 원칙, 인류운명공동체, AIIB는 중국의 패권 정체성을 보여준다. 셋째, 일대일로는 과잉공급문제를 해결하고 새로운 해외시장을 개척하여 신성장 동력을 찾으려는 발전방식의 전환이다. 일대일로 추진 방법은 개도국에 진출하여 인프라 건설 및 경제협력을 추진하는 것이다. 예컨대 파키스탄 과다르(Gwadar) 항구 개발 사례는 미국의 관할권 밖에서 석유 및 가스를 안정적으로 운송하기 위한 일대일로 사업이다. 넷째, 서방이 일대일로를 어떻게 보는지를 ‘부채의 덫’이라는 비판을 중심으로 살펴보았다. 일대일로에 대한 중국 국내외의 비판에도 불구하고 시진핑(習近平) 정부가 일대일로 방향을 조정하며 계속 추진하는 이유도 함께 고찰했다.

영문 초록

China formalized the Belt and Road Initiative in 2013. In this paper, we examine why China has promoted the Belt and Road Initiative over the past 10 years, and what the evaluation of it is outside of China. The purpose of the Belt and Road Initiative was analyzed focusing on the US-China hegemonic competition strategy and new growth strategy. The main research contents are as follows. First, China's perception of the international situation in the 21st century sees the world's central axis shifting from Western Christian civilization to China and Islam. Based on this perception, the Belt and Road Initiative was proposed. Second, the provision of public goods, the principle of mutual respect, and a community of human destiny that China has emphasized demonstrate China's hegemonic identity. Third, the Belt and Road Initiative is a change in development methods that seeks to find new growth engines by solving the problem of oversupply and developing new overseas markets. The way to promote the Belt and Road Initiative is to promote economic cooperation between the underdeveloped western regions of China and Central Asia. Fourth, we looked at how the West views the Belt and Road Initiative, focusing on the criticism that it is a ‘debt trap.’ Despite criticism of the Belt and Road Initiative both at home and abroad, we also examined the reasons why the Xi Jinping government is adjusting the direction of the Belt and Road Initiative and continuing to promote it.
