국문 초록

본 연구는 우리나라의 지역정책이 본격화된 2000년부터 2010년대 말까지 광역권의 사회경제적 변화에 대한 분석과 진단을 하는데 목적이 있다. 먼저 광역권에 대한 개념과 주요 이론을 살펴보았고, 주요 국가와 OECD 및 EU의 광역권에 대한 최근 정책을 고찰하였으며, 우리나라에서의 광역권관련 정책 및 제도를 살펴 본 뒤, 광역권진단과 관련된 선행연구들을 파악하였다. 기존 연구를 참고하여 우리나라 광역권을 진단할 인구, 경제와 혁신, 고용, 소득과 재정, 인적자원의 5개 영역별 20개 지표를 구성하였다. 2000년대부터 2010년대 말까지 시계열적 통계를 중심으로 각 광역권별 변화 내용을 분석한 결과, 수도권은 인구, 경제와 혁신 등 대부분 영역의 지표에서 그 비중이 높았으며, 충청권과 제주권은 인구 등의 지표에서 상대적으로 나은 편이었으나, 부울경권, 대경권, 호남권, 강원권 등 나머지 광역권은 대부분 비중의 하락을 경험하였다. 특히 수도권 인구유입은 2010년대 중반까지는 개선되었으나 이후 다시 수도권 집중화가 강화되고 있어 지역균형발전정책의 수정 및 개선의 필요성을 본 연구는 시사하고 있다.

영문 초록

The purpose of this study is to analyze and diagnose socioeconomic changes in the megaregions from 2000 to the end of the 2010s when Korea's regular policy began in earnest. First, the concepts and theories of megaregion were reviewed, and recent policies on megaregions of major nations, OECD, and EU were reviewed. After examining the policies and systems related to the metropolitan area in Korea, previous studies related to the metropolitan area diagnosis were identified. Referring to previous studies, 20 indicators in 5 domains of population, economy and innovation, employment, income and finance, and human resource to diagnose Korean megaregions were constructed. As a result of analyzing changes in the whole and each megaregion for about 20 years from 2000, focusing on time-series statistics, Seoul Region had a high proportion in indicators of most domains such as population, economy and innovation, and Chungcheong Region and Jeju Region was relatively better in many indicators such as population, but most of the Bu-Ul-Gyeong Region, Dae-Gyeong Region, Honam Region, and Gangwon Region experienced a decline in status. In particular, the population inflow to the metropolitan area improved until the mid-2010s, but since then, the concentration of the Seoul region has been strengthened again, suggesting the need to revise and improve regional balanced development policies.
