성수기 바가지 상행위의 경제학적 구조분석

국문 초록

휴가철이면 어김없이 나타나 피서객들의 눈살을 찌푸리게 하는 것이 피서지의 바가지요금이다. 이에 대해 여러 가지의 다양한 아이디어가 등장하고는 있지만 이 역시도 늘 실패를 반복하고 있다. 이에 대해 본 연구는 이러한 바가지 상행위를 관광산업의 구조적인 문제로 인식하고 경제학 이론인 기대효용이론과 게임이론의 입장에서 검토해 보았다. 즉, 시장논리에 입각하여 이 역시도 하나의 수요와 공급에 의한 가격형성 현상이라는 입장이다. 결국 성수기 바가지 상행위를 근절하기 위한 성공적인 정책과 행정은 도덕과 윤리에 호소하는 이상적 가치(ideal morality) 뿐만 아니라 불합리한 현실구조를 직시하고 보다 가시적인 대안제시를 찾아보는 전환적 가치(transitional morality)를 검토하는 것이다. 성수기 바가지 상행위는 도덕적으로는 금지해야 하지만 경제적 차원에서는 ‘자본주의 사회에서 당연히 발생할 수 있는 경제행위’로 평가, 이를 근간으로 한 보다 현실적인 대안마련이 필요해 보인다. 관광객과 관광사업자간의 권리보호를 위해 탄력적인 가격형성을 보장해주고 객관 타당한 자료공개를 통해 적극적인 시장개입이 요구된다 하겠다. 즉, 효용가치에 맞게 수급간의 원활한 관계형성을 지원해야 한다는 것이다.

영문 초록

It is overcharging prices that are to make summer vacationers frown during a vacation. A variety of ideas for this phenomenon have been appearing only to fail. This research was reviewed in view of economic theories such as Expected Utility Theory and Theory of Games in recognition of overcharging commercial behavior as the structural issue of tourism industry. That is, on the basis of the theory of marketing this kind of situation also derives from price formation out of supply and demand. After all, the successful policy and administration to eradicate overcharging commercial behavior depend on ideal morality appealing to morals and ethics, and transitional morality should be reviewed which is seeking visible alternatives with an attitude of gazing directly at an absurd reality structure. The overcharging commercial behavior during a high-demanded season should be morally banned but in the aspect of economy it can be natural that this economic behavior should take place in capitalistic society. It seems that more realistic alternatives are needed based on such a phenomenon. Guaranteeing flexible price formation to protect rights between tourists and tourism businessmen and active market intervention through objective and reasonable date opening are needed. In other words, supporting the proper relationship between supply and demand in harmony with utility is needed.
