Regional labor strategies responding to population aging era: Focusing on Gwangju and Jeollanam-do areas

국문 초록

본 연구는 지역 간 고령화 속도가 다른 점을 고려하여, 고령화가 가장 급속도로 진행되고 있는 광주전남지역을 중심으로 고령화 추이, 고령화의 원인과 그 파급효과를 살펴본다. 광역지방자치단체를 중심으로 살펴보았던 기존연구에서 더 나아가 기초지방자치단체(기초지자체)까지 연구영역을 확대하여 기초지자체의 존립 위험 가능성을 진단하고 있다는 점에서 기존연구와 차별된다. 주요 결과를 요약하면, 첫째, 광주전남지역의 고령화는 1차산업의 비율이 높은 점 및 청년층의 인구유출과 밀접히 연관된 것으로 나타났다. 둘째, 지난 20년간의 흐름이 지속될 경우, 2040년경에는 이 지역 27개의 기초지자체 중 14개가 50% 이상의 고령화율을 보이면서, 기초지자체의 존립에 큰 위험이 따를 것으로 예상된다. 따라서, 고령화에 따른 부정적인 경제효과를 최소화하기 위해서는 다음과 같은 선제적인 조치가 긴요한 것으로 보인다. 이를 3R로 정리할 수 있는데, 산업구조의 혁신(Reform), 중고령층의 재활력화(Rehabitalization) 그리고 고학력 청년층의 지역정착(Recruitment)을 유도할 필요가 있다.

영문 초록

Considering the differences in speed of population aging across the various regions in Korea, this paper explores the trend of aging and its’ economic impacts and analyzes its’cause with a focus on Gwangju and Jeollanam-do where population aging is progressing at the fastest rate. Unlike in the previous literatures, this article extends the dimension of research into base local governments(BLGs) that are highly likely to face risks to sustainability from rapid population aging. The main results are as follows. First, the rapid population aging in Jeollanam-do is result of the high percentage of primary industries and growing youth population outflow. Second, based on the forecast shares of the elderly (ratio of those 65 years old and above to total population) in the BLG areas in Gwangju and Jeollanam-do in 2040, 14 out of 27 BLGs will likely to be threatened with the result that population aging will cause the foundation of industry and the public finance to weaken. Preemptive countermeasures to minimize the negative impacts of aging on the economy are thus urgently needed. Here, we propose reform of the industry structure, revitalization of the population in their middle and old ages and recruitment of highly educated young people as a Three R’s strategy for policy.
