국문 초록

지역경제는 중앙정부의 하향식 자원배분에만 의존하는 외생적 지역발전전략에서 벗어나 지역의 부존자원과 고유성에 기반을 둔 가운데 주민의 참여와 협력을 유도하며 창의적인 아이디어로 지역발전을 이루는 내생적 발전전략을 추구해야 한다. 그렇지만 우리나라의 지역은 인적․물적으로 많은 제약을 받고 있으며 지방분권 또한 실질적으로 실시되지 않고 있어 내생적 지역발전전략만으로는 지역발전을 이루기가 어렵다는 것을 실감하고 있다. 그럼에도 불구하고 지역은 내생적 지역발전전략을 추구해 나가면서 민·관·산·학과의 거버넌스를 구축하고 중앙정부로부터 필요한 지원과 지역주민의 결속을 통한 신 내생적 지역발전전략을 추구하여 지역발전을 이루어 나가야 한다. 지역경제의 위축과 도시의 외곽확장으로 쇠퇴한 지역의 도심을 재생하는 사업은 내생적 발전전략의 하나로서 지역경제 활성화에 큰 역할을 한다. 특히 관광산업이 지역경제에서 차지하는 비중이 높은 지역경제의 경우 문화를 활용한 도시재생사업은 도시경쟁력을 높이며 경제사회적 파급효과도 크게 나타나 각국의 도시들은 문화를 활용한 도시재생에 나서고 있다. 본 연구에서는 도시재생사업이 지역경제와 지역사회의 활성화에 어떠한 영향을 미쳤는지를 영국과 스페인의 도시재생사업의 사례를 들어 분석하고 한국의 대표적인 고도인 경주를 대상으로 역사문화자원기반을 분석하고 역사문화 기반을 활용한 경주 도시재생사업의 정책방향과 지역경제 발전전략을 제시함으로써 지역경제 활성화에 기여하는데 연구목적을 두고 있다.

영문 초록

In the past, local governments could not help but develop their economy by relying mainly on central government's top-down support and resource allocation, namely exogenous development strategy. However, local economy should pursue endogenous regional development strategy with creativity and residents' participation and cooperation by utilizing their endowments and specificity. But the reality is that local governments are not only constrained by lack of human resource and capital but also are faced with centralization of power, thus experiencing difficulty in developing their economies. Nevertheless, along with pursuing endogenous regional development strategy, local economy should pursue the neo-endogenous regional development policy by getting support from central government, instituting governance system among private sector, public sector, industry sector, and university, and mobilizing citizens' solidarity. Empty urban city, suffering from sluggish local economy and expansion of the city outskirts, needs regeneration. Urban regeneration as an endogenous regional development strategy plays an important role in vitalization of local economy. Especially, for cities where main industry is tourism, the culture-led urban regeneration has a great ripple effect on local economy and society, contributing to enhanced city's competitiveness. This is why many cities across the world try to implement culture-led urban regeneration. This paper analyzes the economic and social impact of urban regeneration by exploring UK and Spain's city regeneration cases. The paper tries to contribute in vitalization of local economy by inquiring into historical-culture resources of the historical city of Gyeongju and presenting policy implications for culture-led urban regeneration and local economy of Gyeongju
