노후산업단지 재생사업의 지역경제 파급효과 분석

국문 초록

대전1,2산업단지는 ‘60년대에 조성된 산업단지로서 현재 노후산업단지로 분류되어정부차원에서의 노후 산단 재생노력이 이루어지고 있는 지역이다. 본 연구는 이러한 산업단지의 재생사업이 사업단계별로 지역경제적 측면에서 어떠한 파급효과를 가져오는지에 대한 분석을 실시하는데 목적을 둔다. 이를 위해 먼저 분석방법론에 대해 검토하고 사례지역을 선정하여 검토된 분석기법을 적용해 봄으로써 노후산업단지 재생사업이 지역에 미치는 경제적 파급효과를 분석한다. 분석방법은 첫째, 용지취득·보상단계에서 지출된 보상비가 지역경제에 가져오는 승수효과의 파급효과를 분석하기 위하여 케인즈안 승수이론모형((Keynesian Multiplier Model)을 적용한다. 둘째, 단지조성단계에서는 당해지역내의 경제적 파급효과 뿐만 아니라 타 지역의 산업에 미치는 효과도 추정 가능한 다지역투입산출모형(MRIO:multi-region input-output)을 적용한다. 분석결과는 먼저 용지취득·보상단계에서는 약 4조 6,356억원 규모의 지역경제 승수효과가 유발되는 것으로 추정되었고, 단지조성단계에서는 대전지역에 생산액 1,241억원, 고용은 1,427명이 창출될 것으로 추정되었으며, 대전을 제외한 타 지역에 생산 1,307억원, 고용창출이 855명의 유발효과가 있을 것으로 추정되었다. 따라서 전국에 걸친 경제적 파급효과는 생산 2,548억원, 고용창출 2,282명이 유발될 것으로 분석되었다.

영문 초록

Daejeon 1·2 industrial complex was constructed in the 1960's has been superannuated and is needed to regenerate nowadays. In this context, the purpose of this study will discuss the methodology to analyze economic effect and is to estimate the economic effect induced by the regeneration project for old industrial complex. The analysis scope of contents are divided into land compensation effect and construction effect by project process. First of all, to estimate the economic spread effect by the land compensation apply Keynesian Multiplier Model as an analysis tool. Then to analyze construction effect apply MRIO Model(multi-region input-output model) which is to estimate not only the economic effect in certain region but also the linkage effect among regions. According the analysis, in the stage of land acquisition for the regeneration of old industrial complex, the total multiplier effect by land compensation is approximately 4,6 trillion won. In case of construction effect, the total expansion effect of production on a national scale is approximately 255 billion won. And employment expansion effect is approximately 2,282 workers. In case of Daejeon city, the total expansion effect of production is approximately 124 billion won. And employment expansion effect is approximately 1,427 workers.
