국문 초록

화재는 다양한 원인으로 발생하여 인간 생활에 심각한 피해를 주는것으로 사회불안의 요인으로도 작용한다. 세계 각국은 화재 발생과 그로 인한 피해를 최소화하기 위해 인력과 장비, 소화 용수 등으로 구성된 소방대를 두고 있다. 북한은 전국의 시와 군 단위에 설치되어 있는 안전부에 소방대를 두어 화재진압과 화재 예방 활동을 담당하도록 하고 있다. 소방대를 지휘하고 감독하는 안전부는 북한 전역에서 주민을 감시하고 통제를 담당하는 사회안전성의 하부 실행기관이다. 그러나 화재로부터의 안전은 불을 다루는 주민들의 인식이 우선하는 것으로 소방대의 원활한 소방활동은 주민들과의 긴밀한 관계가 있어야 만이 효과를 발휘할 수 있음에도 주민과의 갈등 요인을 가지고 있는 기관에 부속된 것이다. 이러한 북한 소방대의 조직편제 상 한계는 북한의 소방대가 정상적인 기능을 하고 있는지에 대한 의구심과 함께 향후 남북한 소방협력이나 상생기, 나아가 통일단계에서 소방 통합을 어렵게 하는 주요 요인으로 작용할 수 있다. 본 연구는 북한의 안전부에 설치된 소방대를 위주로 소방력의 운영실태를 살피는 기초연구이며, 이를 통해 남북한 소방 발전과 협력을 위한 정책적 착안점을 제시하고자 한다.

영문 초록

Fires are caused by various causes and cause serious damage to human life, which also acts as a factor of social anxiety. Countries around the world have firefighting teams composed of personnel, equipment, and fire extinguishing water to minimize the occurrence of fires and the damage caused by them. North Korea has set up fire teams in safety ministries set up in cities and counties across the country to handle fire fighting and fire prevention activities. The Ministry of Security, which directs and supervises the fire brigade, is a sub-executive agency of the Ministry of Social Safety, which is responsible for monitoring and controlling residents throughout North Korea. However, safety from fire is prioritized by residents' perception of fire, and the fire brigade's smooth fire fighting activities are attached to institutions that have factors of conflict with residents, even though they can only be effective if they have close relationships with residents. These organizational limitations of the North Korean fire brigade can serve as a major factor that makes it difficult to integrate fire in the future, such as inter-Korean fire cooperation, win-win period, and further unification stage, along with doubts about whether the North's fire brigade is functioning normally. This study is a basic study that examines the operation status of firefighting forces, mainly by fire brigade installed in the Ministry of Safety in North Korea, and through this, we would like to present policy focus for fire development and cooperation between the two Koreas.
