미활용 군 부동산 관련 민-군 갈등관리 방안에 관한 연구

국문 초록

군의 국방개혁 2.0 추진에 따라 부대 재·개편 과정에서 접경지역을 중심으로 미활용 군용지가 다수 발생하고 있다. 미활용 군용지 활용 문제는 민-군 간 다수의 입장 차이를 보여 갈등요인이 되고 있다. 군은 활용계획에 따라 장차 미활용 군용지를 사용하겠다는 입장이다. 반면, 지자체는 지역 발전을 위해 활용하기 위해 국회와 관계기관을 대상으로 여론을 조성하고 있다. 연구의 목적은 미활용 군용지에 대한 갈등 실태를 분석하여 효과적인 갈등관리와 군용지 활용 방안을 도출함으로써 국방정책에 기여하려는 것이다. 연구의 방법은 접경지역 미활용 군용지를 대상으로 2020년도 이후 갈등실태를 분석하였으며, 각종 자료를 토대로 한 문헌조사 방법 등을 병행하였다. 연구 결과, 미활용 군용지에 대한 법적·제도적 보완과 민-군이 상생할 수 있도록 공동이용 영역을 확대할 필요가 있다. 또한, 기존의 민-군 협력체제를 강화한다면 효과적인 갈등 관리할 수 있을 것이다. 따라서 군에서는 접경지역 내 미활용 군용지 관련 갈등을 효과적으로 관리할 수 있도록 실질적인 활용방안 검토와 아울러 지역사회와 유대 강화 노력이 필요하다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to contribute to national defense policies by analyzing the status of conflicts over unused military sites and deriving effective measures to manage such conflicts and utilize unused military sites. (2) RESEARCH METHOD For the study method, the status of conflicts over unused military sites in the border area since 2020 was analyzes, and the methods including literature review and advice from experts were used. (3) RESEARCH FINDINGS Conflicts can be effectively managed if the existing civil-local government-military cooperation system is operated in a timely and appropriate manner. it is suggested that the military continue to review practical utilization plans for unused military sites in the border area and make efforts to strengthen ties with local communities. 2. RESULTS As a result of the study, there was a need to expand the sites for common use to ensure the benefits for both the private and the military in addition to legal and institutional supplementation for the use of unused military sites.
