국문 초록

연구목적: 본 연구는 인도네시아 에코라벨 정책인 에코라벨 인도네시아를 분석함으로써 하향식 접근방식을 통한 지속가능한 소비와 생산의 촉진 방법을 탐색한다. 연구의 중요성: 에코라벨에 대한 학술 연구는 주로 선진국 맥락에서 이루어져왔다. 그러나 인도네시아를 비롯한 개발도상국에서도 환경 문제를 해결하기 위해 친환경 라벨 전략을 정부 주도의 하향식 방안으로 도입하고 있다. 기존 연구는 주로 선진국 사례를 다루고 있어 개도국 맥락에서 정부 주도의 개입 방안의 과정과 효과에 대한 분석이 필요한 실정이다. 연구방법론: 본 연구는 프로그램 이론 중심의 평가 프레임워크를 통해 정책을 분석한다. 이 개념 분석 모델의 다양한 적용이 있지만, 본 연구는 두 가지 보완적 프레임워크, 즉 변화 이론(ToC) 프레임워크와 Mickwitz (2003) 의 가치 평가 다중 기준을 사용하는 다중 기준 정책 평가(MCPE) 프레임워크를 활용한다. 연구결과: 인도네시아 정부의 에코라벨 관련 표준은 현재 환경의 지속가능성에 영향을 미치기에는 미흡한 수준 인 것으로 나타났다. 영향력을 높이기 위해서는, 에코라벨 로고가 다양한 제품 군에 접목될 필요가 있다. 더불어 정책 투명성 개선을 위해 에코라벨 관련 데이터 접근성 확보가 필요하며, 이는 다양한 이해관계자의 책무성을 높일 수 있을 것이다. 또한 정부 담당 부처는 민간 평가 기업의 높은 적합성 평가 비용 등에 의해 중소기업이 에코라벨 이니셔티브에서 소외되고 있는지 확인하고, 이에 대한 해결방안 모색이 필요하다. 결론 및 시사점: 에코라벨 인도네시아는 인도네시아의 다른 지속가능한 소비와 생산 이니셔티브를 위한 길을 닦았다. 정책효과성을 증대하기 위해서 인도네시아는 앞으로 에코라벨을 활용할 수 있는 산업 군 확보 뿐만 아니라 소비자 인식 등 다각화된 방안을 고려한 공정한 발전을 기대해 볼 수 있다.

영문 초록

Purpose: This study aims to evaluate the effectiveness of a top-down approach to facilitate sustainable consumption and production through an evaluation of the Indonesian ecolabeling policy, Ekolabel Indonesia. Originality: Academic assessments of eco-labels systematically take place in the developed country context. However, persistent environmental threats are driving developing countries, such as Indonesia, to adopt top-down approaches to ecolabeling strategies. Consequently, the emergence of such government-led interventions signals the need for thorough examination. Methodology: This study analyzes the policy through a program theory-driven evaluation. While there are various adaptations of this conceptual analytical model, this study utilizes two complementary frameworks: the Theory of Change (ToC) framework and the Multi-Criteria Policy Evaluation (MCPE) approach using Mickwitz’s (2003) valuation multi-criteria. Result: The study has four main findings: firstly, the scope of the ecolabel-related Indonesian National Standards remains limited to make a significant impact on the environment. Secondly, there needs to be a sharp uptake of the Ekolabel logo among a wide variety of products. Thirdly, transparency, in the form of data accessibility, must be improved to ensure that stakeholders are held accountable to the policy’s outputs. Lastly, the Ministry must ensure that smaller businesses are not marginalized from the initiative due to de facto barriers such as high conformity assessment costs by private certification bodies. Conclusions and Implication: Ekolabel Indonesia has paved the way for other Sustainable Consumption and Production initiatives in Indonesia. However, the Indonesian government needs to address these fundamental issues that compromise its ability to maximize impact. Significant effort needs to be directed towards increasing participation and providing support for equitable development.
