노동인권 지표와 지수 개발에 대한 탐색적 연구

국문 초록

노동인권에 대한 국민들의 관심은 점점 커지고 있지만, 노동인권을 어떻게 측정하여 현실에 반영할 수 있을 것인가는 제대로 연구되어 오지 않았다. 이러한 상황에서 시급한 당면과제는 노동인권의 정의 재정립과 지표 및 지수 개발일 것이다. 본 연구의 목적은 첫째, 대한민국의 현 시점에서 노동인권의 개념을 재정립하고 노동인권의 구성요인을 도출하는 것이다. 둘째, 기업 실제 적용이 가능토록 노동인권 수준을 실사할 수 있는 지표와 지수를 개발하는 것이다. 셋째, 공공부문과 민간부문 비교를 통하여 개발된 지수를 검증하는 것이다. 문헌고찰을 통하여 노동인권의 정의를 “모든 노동자가 정신적·신체적으로 안전하게 일하기 위해서 공정성을 보장받으며 어떠한 차별도 없이 적극적이고 주체적인 자기계발을 도모할 수 있는 권리”로 재정립하고 공정인사, 차별금지, HRD확대, 안전보건을 그 구성요소로 도출하였다. 노동인권의 정의와 구성요소를 현실에 적용하기 위하여 안면타당도 조사, 요인분석, 계층화분석(AHP) 검증 및 한국노동연구원의 사업체패널자료(WPS)를 활용하여 지표와 지수를 개발하였다. 개발된 지수를 검증하기 위하여 ‘공공부문과 민간부문의 노동인권 지수는 차이가 있을 것이다.’라는 가설을 수립 및 검증하였다. 그 결과, 노동인권 지수는 차이가 없었다. 구체적으로 공공부문의 평균이 민간 부문보다 조금 높기는 하지만, 통계적으로는 유의미하지 않았다.

영문 초록

Although the public's interest in labor rights is growing, how to measure labor rights and reflect them in reality has not been properly studied. In this situation, the urgent task will be to redefine the definition of labor human rights and to develop indicators and indices. The purpose of this study is, first, to redefine the concept of labor human rights at the present time in Korea and to derive the constituent factors of labor human rights. Second, it is to develop indicators and indices that can examine the level of labor rights for practical application of companies. Third, it is to verify the index developed through comparison between the public and private sectors. Through a literature review, the definition of labor rights was redefined as “the right of all workers to promote active and subjective self-development without any discrimination and to ensure fairness in order to work mentally and physically safely,” and fair personnel, non-discrimination, HRD expansion, and safety and health were derived as components. In order to apply the definition and components of labor rights to reality, indicators and indices were developed using facial validity surveys, factor analysis, stratification analysis(AHP) verification, and Workplace Panel Survey(WPS) of the Korea Labor Institute. In order to verify the developed index, the hypothesis 'there will be a difference between the public and private sector labor rights indices.' was established and verified. As a result, there was no difference in the labor rights index. Specifically, although the average of the public sector was slightly higher than that of the private sector, it was not statistically significant.
