국문 초록

본 연구는 최일선 현장 지사 조직 단위의 적응대책 집행수준을 분석함으로써 국가 기후변화 적응대책이 지역사회와 높은 연관성을 갖고 수립·집행되기 위한 정책적인 시사점을 도출하고자 하는 목적을 가진다. 기후변화 적응대책 수립·이행 담당자로서 정책 추진상황을 가장 잘 알고 있는 최일선 지사 담당자를 대상으로 설문조사를 실시하여 양적 분석을 하였으며, 일부 항목에 대해서는 상위 조직을 대상으로 추가적으로 심층 면접을 실시하였다. 정책 집행 최일선 조직의 사업 및 관리시설 여건, 조직현황, 정책 이행에 대한 모니터링 여부 등이 기후변화 적응정책 집행수준에 영향을 미치는 것으로 가설을 설정하였다. 집행수준에 영향을 주는 요인은 다음과 같이 도출되었다. 양적 조사 결과 적응대책 이행과정 시 지역주민 의견의 반영 여부가 집행수준에 가장 많은 영향을 주고 있는 것으로 나타났다. 이러한 결과는 지역사회의 요구사항을 최대한 수용하여 기후변화 적응대책을 추진하는 경우 집행수준이 높아진다는 것이며, 적응대책의 특성상 지역별 맞춤형 대책이 큰 실효성이 있다는 것으로 분석된다. 지역주민들의 기후변화에 대한 부족한 인식을 개선하고 관련 대책에 많은 관심을 가진 지역일수록 집행수준이 높아진다는 결과는 많은 것을 시사한다. 획일적인 적응대책 사업보다는 지역 친화적인 환경사업을 추진할 필요가 있다는 것을 강력하게 보여준다고 할 수 있다. 지역사회의 기후변화에 대한 관심을 높일 수 있는 방향으로 정책이 선회되어야 한다고 볼 수 있다. 또한, 적응대책 관련 본사의 이행지침 이해도가 높을수록 집행수준이 높아지는 것으로 나타나고 있다. 이러한 결과와 더불어 지사의 적응대책 담당자 평균 근무 기간이 3년 미만임을 고려하면 본사의 적응대책관련 지침은 일선 담당자들이 이해하기 쉽게 작성될 필요가 있다. 아울러, 담당자들이 적응대책을 쉽게 이해할 수 있도록 본사의 교육과 홍보를 강화할 필요가 있다. 현재의 관련 교육은 주로 본사의 담당자와 전문가들을 참여시키는 상위 관리자에 대한 세미나와 학술대회 위주로 되어 있다는 심층 면접 전문가의 의견을 고려하여 지사 담당자를 대상으로 하는 교육을 강화할 필요가 있다. 이와 같은 상황을 전체적으로 고려했을 때 지사와 지역주민에 대한 체감형 교육 및 홍보활동을 강화할 필요가 있다. 적응대책은 단순히 예산만 투입하고 계획만 수립한다고 해서 성과가 보장되는 것은 아니다. 따라서 적응대책의 효과성을 평가하고 이를 개선해 나가는 것이 중요하다. 따라서 중·장기적인 기후변화 적응대책 효과성 평가 연구는 매우 중요하며, 지속적인 연구와 발전이 필요하다.

영문 초록

The purpose of this study was to conduct an in-depth analysis of the factors that influence the implementation of climate change adaptation policies in public institutions at the policy execution level. By examining the relationship between the level of implementation and execution of climate change adaptation policies in public institutions, concrete implications were derived. Additionally, the study aimed to identify the key factors that affect the execution level of specific adaptation policies tailored to the characteristics of public institutions. Finally, an analysis method was developed to evaluate the effectiveness of detailed climate change adaptation policies. The factors that influence the level of implementation were identified as follows. First, the results of quantitative surveys showed that whether the opinions of local residents were reflected during the process of implementing adaptation measures had the greatest impact on the level of implementation. These results indicate that the level of implementation is higher when climate adaptation measures are pursued by accommodating the demands of the local community, and that there is great practicality in developing customized measures for each region due to the nature of such measures. The result that regions with poor awareness of climate change and greater interest in related measures have a higher level of implementation implies a need for pursuing environmentally friendly projects that are more locally tailored, rather than uniform adaptation measure programs. Policy directions should be shifted towards increasing the interest of local communities in climate change. Secondly, it has been found that the higher the understanding of the implementation guidelines related to adaptation measures at the headquarters, the higher the level of implementation. Considering the fact that the average length of service for adaptation measure managers at the branch office is less than three years, the guidelines related to adaptation measures at the headquarters should be written in a way that is easy for frontline staff to understand. In addition, it is necessary to strengthen education and promotion at the headquarters to enable staff to easily understand adaptation measures. Currently, related education mainly consists of seminars and academic conferences for top managers involving headquarters staff and experts, so there is a need to strengthen education for branch office staff, taking into account the opinions of in-depth interview experts. Overall, there is a need to strengthen experiential education and promotion activities for branch offices and local residents.
