국문 초록

본 논문은 국방개혁 2020의 목표를 성공적으로 달성하기 위해서 필요한 재원의 현실적인 확보전략을 도출하였다. 국가재정의 한정성과 국민 복지요구수준의 향상 등을고려할 때, 정부재정 운영정책의 부담을 최소화 할 수 있는 방안은 군부지의 민수전환을 통한 재원확보이다. 군부지 민수전환의 대상은 주한미군기지 이전부지 및 한국군 축소/조정에 의한 잉여부지이며, 개발 년도를 고려했을 때 이 부지들은 약 18조원의 해당하는 가치로 평가되었다. 이는 순수국방개혁소요재원 67조원의 27%에 해당하는 금액이다. 이러한 군부지 민수전환을 통한 재원확보전략은 국방개혁의 최종 목표를 성공적으로 달성하는 데크게 기여할 수 있을 것이다.

영문 초록

This paper has deduced the practical, successful conforming strategy of required financial resources for achievement of the goal of the ROK's Military Reform 2020. Considering the limit of the national finance, a policy which can minimize the burden of the government budget is to confirm the financial resources through the military base conversion. The issues of the military base conversion are related to the transferred base of USFK and the ROK's surplus bases caused by the reduction and rearrangement of the bases. Regarding the year of its development, these bases' value was estimated at 18 trillion won. This amount in calculated at the level of 27% of net reformation requring financial resources. The strategy suggested in this study for fulfillment of the financial requirement will be able to contribute significantly in achieving the final goal of the reformation
