국문 초록

본 논문은 2018년 6월 미·북 정상회담의 전략적 함의와 파급효과를 동북아 국제체제 현상변경 및 미국 한반도·동아시아전략 재조정 과정의 가시화라는 구조적․거시적 관점에서 진단하고, 한국의 중장기 대책을 논의한다. 국제 단극체제에서 지역 다극체제로의 전이가 현실화되면서, 미국은 자유주의 패권추구에서 전통적인 역외균형으로 국가 대계(Grand Strategy) 목표를 수정하는 노선변경의 과도기에 진입하고 있다. 미·북 정상회담 전후 트럼프 행정부의 대북정책 대반전 드라마는 미국의대(對)한반도, 더 나아가 서태평양·동아시아전략의 전환을 예고하는 신호탄으로 해석된다. 트럼프 행정부의 대북정책 급선회로 파생된 한반도 현상파괴 위험성 증대와 동북아 동맹체제 안정성 감소라는 부정적 파급효과 및 미국 대(對)동아시아 전략 전이의 충격파를 상쇄시킬 체계적 대책이 요구된다. 동맹 재(再)안정화 방안으로 점진적 비관여와 협의된 축소(Negotiated Retrenchment)를, 그리고 동맹의 능동적 재활(Proactive Rehabilitation)전략으로 한미동맹의 지정학적 재동조화 및 가치연대에 기초한 포괄적 세계동맹으로의 진화를 제안한다.

영문 초록

The first U.S.-DPRK Summit held in Singapore on June 12, 2018 displayed ascene of the big soap opera, signifying the dramatic reversal of the TrumpAdministration’s North Korea policy. The U.S. grand strategy has graduallychanged from the post-Cold War strategy of liberal hegemony to the geopoliticaland self-restrained strategy of “offshore balancing” in order to cope with multiplethreats emerging from the decline of Pax Americana and the rise of illiberal,revisionist states including China and Russia. The seemingly shocking reversal ofthe President Trump’s two Koreas policy reflects the transition effects of such astrategic transformation, producing destabilizing effects on the U.S.-ledtriangular alliance system in East Asia. This cannot but diminishing the longstanding credibility of the U.S. security and extended deterrence commitments tothe allies in the region. In order to minimize unnecessary uncertainty and instabilitycaused by transition of the U.S. strategic postures, this article proposes theadjustment remedies of gradual disengagement, negotiated retrenchment,geopolitical re-coupling, and the proactive revitalization of the cross-nationalsolidarity of shared democratic and civic values between the U.S. and South Korea.
