국문 초록

이 글은 한국의 초저출산 현상을 ‘인구 위기’로 보고 접근해 온 국가정책에 대해 페미니스트 시각에서 타당성을 검토하는 데 목적이 있다. 21세기 들어 한국의 정부는 인구 상황을 위기로 진단하고 저출산 대책을 시행해 왔다. 그러나 이 과정에서 출산의 주체로서 여성의 목소리가 적극적으로 포함되지 못했고 오히려 출산 장려 정책은 여성들의 저항을 불러 일으켰다. 이 글은 인구, 출산과 출산 정책에 대한 페미니스트들의 논의를 검토하고 20세기 전 세계적인 출산 정책의 흐름을 살펴본 뒤 21세기 사회의 맥락에서 제기되는 다섯 가지 질문을 도출한다. ①저출산(저출생)은 사회문제인가? ②출산율 반등을 위한 국가 개입은 정당한가? ③여성의 노동력 참여는 출산율과 어떤 관계에 있는가? ④성평등과 출산율은 어떤 관계인가? ⑤적정 출산율은 있는가? 이같은 질문에 대해 그동안 이루어져 온 논의들을 페미니스트 관점에서 비판적으로 고찰한다. 결론에서는 이러한 질문을 중심으로 한국의 저출산 상황을 다시 진단하고, 한국의 인구문제를 풀어가기 위해서는 성별 불평등 해소와 젠더 규범의 전환이 필수적인 과제임을 제시한다.

영문 초록

The purpose of this article is to examine the appropriateness of the national policy in Korea that has approached ultra-low fertility rate as a ‘population crisis’ from feminist perspectives. In the 21st century, the Korean government diagnosed the population situation as a crisis and implemented policies to respond to low fertility rate. However, in this process, women's voices were not actively included as subjects of childbirth, and rather, the policy of encouraging childbirth aroused resistance from young women. This article reviews feminist discussions on population, childbirth, and natalist policies, examines the global trend of natalist policies in the 20th century, and then presents five questions raised in the context of 21st century society. ①Is low birth rate a social problem? ②Can the state intervention to rebound the birth rate be justified? ③What is the relationship between women’s economic participation rate and birth rate? ④What is the relationship between gender equality and birth rate? ⑤Is there an appropriate birth rate in a society? We critically review the debate on these questions from feminist perspectives. In the conclusion, we reexamine the extremely low birth rate situation in Korea focusing on these questions and suggest that resolving gender inequality and changing gender norms are essential tasks in solving the population problem in Korea.
