국문 초록

본 연구는 자원봉사진흥을 위한 자원봉사 실행조직인 자원봉사센터가 제4차 국가기본계획의 정책과제 중 수행해야 할 핵심과제를 도출하고, 자원봉사센터의 실행계획 수립을 목적으로 한다. 연구의 목적을 달성하기 위하여 제4차 자원봉사국가기본계획의 핵심가치와 세부추진 과제를 검토하고, 18개 중앙 및 광역자원봉사센터를 중심으로 센터의 내외부 환경 분석과 정책목표 수립을 위한 과정분석을 통해, 자원봉사센터 실행계획 수립과 핵심과제를 도출하였다. 분석결과 첫째, 자원봉사센터 내외부 환경 분석의 내용에 대해 텍스트 마이닝 분석결과, 최대 빈도 단어로 ‘부족, 증가, 다양, 봉사, 참여’순으로 나타났으며, 내용 간 연계성 분석결과 강점과 약점을 중심으로 연계된 내용으로는 ‘장기근속자 업무숙련과 노하우’, ‘선임에 대한 신뢰’, ‘직급별 역량 차이가 크고 새로운 도전이 적은 것’으로 도출되었다. 둘째, 18개 자원봉사센터의 실행계획 수립결과, 총 24개의 세부과제, 단위사업 491개가 제출되었다. 센터의 정책목표 등에 대한 토픽모델링 분석결과, 정책목표는 ‘시민-연대-활성화-플랫폼’이라는 토픽 모델이 도출되었으며, 계획추진 방향으로 ‘활성화-사회-플랫폼-일상’이라는 토픽 모델이 도출되었다. 셋째, 4차 국가기본계획의 성공적 추진을 위한 중앙 및 광역자원봉사센터에서 도출된 핵심과제는 8개이며, 핵심과제 도출에 따른 추진방향으로‘전국민 기후위기 대응 참여, 다양성을 촉진하는 자원봉사 관리, 자원봉사센터의 역할 및 사회적 연대 강화’라는 세 가지 방향을 도출하였다. 향후 제4차 국가기본계획의 성공적 수행을 위한 방향으로 국가기본계획의 성공적 수행을 위한 이행점검체계 수립, 핵심과제를 중심으로 한 기초센터로의 확산노력, 성과관리를 위한 교육과 성과지표개발을 위한 추가연구를 제안하였다.

영문 초록

The purpose of this study is to derive key tasks that the volunteer center, a volunteer implementation organization for the promotion of volunteerism, must perform among the policy tasks of the 4th National Basic Plan and to establish an action plan for the volunteer center. We analyzed the internal and external environments of 18 volunteer centers, established policy goals, established action plans for volunteer centers, and derived key tasks. First, as a result of text-mining analysis of the contents of the center's internal and external environmental analysis, the most frequent words appeared in the order of ‘lack, increase, diversity, service, and participation’, and as a result of the linkage analysis between contents, long-term employees focused on strengths and weaknesses. It was found that there were large differences in skill and know-how, trust in seniority, and capabilities by rank, and that there were few new challenges. Second, as a result of topic-modeling analysis, a topic model with the policy goal of ‘citizen-solidarity-activation-platform’ was derived. As a direction for policy operation, a topic-model called ‘Activation-Society-Platform-Daily Life’ was derived. Third, eight core tasks derived from the central and regional volunteer centers for the successful implementation of the 4th National Basic Plan and the direction of implementation according to the core tasks were presented. In order to successfully implement the 4th National Basic Plan in the future, we will establish an implementation inspection system for the successful implementation of the National Basic Plan, make efforts to expand to basic centers focusing on key tasks, and provide education and development of performance indicators for performance management. Additional research was suggested.
