일본 지방소멸 위기의 구조적 요인과 속성 분석에 관한 연구

국문 초록

한국과 일본에서는 급격한 출산율 감소로 국가적 차원의 지역소멸 문제가 심각히 대두되고 있다. 본 연구에서는 지역 소멸에 영향을 미치는 요인과 속성을 구성하여 소멸 위험성을 낮추기 위한 주요 요인을 분석하였다. 두 국가에서 공통점으로 나타난 특징은 공공정책 서비스의 예산 비중 증가와 도시 사회적 기반 시설이 증가함으로써 지역소멸의 위험성을 낮추는데 유의미한 요인으로 나타났다. 또한, 교육환경 부분과 의료 및 보건 기반 시설에서도 지역소멸 위험성을 감소시키는 긍정적 효과가 나타남으로써 물리적 기반 시설 확충에 대한 중요성을 강조하고 있다. 연구 결과의 특징 중 하나는 일자리 수와 사업체 수가 증가하더라도 지역소멸 위험을 감소시키는데 부정적 영향이 나타났다는 것이다. 이는 지난간 한국과 일본 대도시 중심으로 이루어지는 산업 개발이 지방의 소멸 위험을 더욱 악화시키는 것으로 사료된다. 따라서 대도시 집적된 경제 산업 인구를 재배치하는 국가적 균형전략을 통해 수도권과 지방의 격차를 감소시키기 위한 노력이 필요하다. 나아가, 국가별 실증 분석을 비교함으로써 지역소멸 위기를 감소하기 위한 정부의 정책적 추진 방안에 대한 시사점을 제시하였다.

영문 초록

The situation of local extinction in Korea and Japan has raised significant concerns. In this study, we analyzed major factors and attributes to reduce the risk of local extinction by identifying key factors and attributes con-tributing to this phenomenon. Through a comprehensive panel analysis conducted in both Korean and Japanese, the results of the study revealed that both countries could significantly reduce the risk of local extinction by increasing the budget allocation to public policy services and urban social infrastructure. Moreover, the study highlighted the positive impact of several additional factors in diminishing the risk of regional extinction, such as improving educational facilities and medical health infrastructure. A significant finding from the research is that, even with an increase in the number of jobs and businesses, there is a negative impact on reducing the risk of local extinction. It is believed that the focus of industrial development centered around major cities has worsened the risk of local extinction in the past. Therefore, there is a need for national strategies that focus on redistributing the concentrated economic and industrial population to bridge the gap between metropoli-tan and rural areas. Furthermore, by comparing empirical analyses across countries, the study has provided insights into government policy approaches to mitigate the risk of local extinction.
