국문 초록

본 연구의 목적은 탈시설 장애인 지원과정의 어려움과 과제를 파악하여 향후 대구시가 탈시설 장애인 지원을 위해 풀어나가야 할 과제는 무엇인지 제시하는 것이다. 탈시설 지원 경험이 있는 기관의 전문가 9명을 대상으로 FGI를 실시하였으며 반복적 비교 분석 방법을 활용하여 3개 범주(정책과 제도적 환경 미비, 지원인력의 소극적이고 비전문적인 태도 및 역할, 지역사회 정착을 어렵게 만드는 제약적 환경), 6개 하위 범주(중앙정부의 정책 부재로 인한 어려움, 지역사회 거주에 필요한 지원기반 미비, 탈시설 지원인력의 소극적 태도, 활동지원사 역할에 대한 우려, 정착에 필요한 서비스 부족, 지역사회 서비스 이용 제약과 준비되지 않은 시스템)의 연구 결과를 도출하였다. 이를 통해 탈시설 장애인이 지역사회의 구성원으로 정착하여 살아가기 위한 다양한 인프라 구축, 장애인의 탈시설을 위한 지원인력의 역량강화, 지역사회 주택 확보, 탈시설 장애인을 위한 지원 서비스 확대, 충분한 예산 확보가 필요하다는 탈시설 장애인 지원과제를 제시하였으며, 이는 향후 대구시 탈시설 지원 마련을 위한 근거 자료가 될 수 있을 것으로 보인다.

영문 초록

The purpose of this study is to identify the difficulties and problems of the deinstitutionalization support process for the disabled person and to suggest the challenges that City of Daegu must address for deinstitutionalization policy in the future. FGI was conducted on 9 experts from institutions with experience in deinstitutionalization support, and using a constant comparison method, three categories(lack of policy and institutional environment, passive and unprofessional attitudes and roles of support personnel, and constraint environment making difficulties in settlement in the community), 6 subcategories (difficulty due to lack of central government policy, insufficient support base for community residence, passive attitude of deinstitutionalization support personnel, concerns about the role of Personal Assistant’s for Disabled Persons, lack of services necessary for settlement, Constraints on the use of community services and unprepared systems) were derived. Through this, deinstitutionalization support tasks were presented that it is necessary to establish various infrastructures for the deinstitutionalized persons with disabilities to settle as members of the community, to strengthen the capacity of support personnel for deinstitutionalization of the disabled, securing community housing, expansion of support services for the deinstitutionalized persons with disabilities and secure enough budget. This is expected to be a valuable resource for preparing support for deinstitutionalization in City of Daegu in the future.
