오늘날 장애인과 노약자가 편리하고 안전하게 여행하고 관광할 수 있는 환경을 조성은 필수적이며, 활동 지원사는 장애인과 함께 일할 수 있도록 전문 교육과정을 이수한 사람을 말한다. 이 연구는 장애인을 위한 활동지원사의 (Activity Support Worker) 여행 및 관광 의사소통 교육에 대해 살펴보고자 하였다. 2007년 장애인 차별금지법 (Disability Discrimination Act)이후 장애에 대한 복지 모델에서 인권 모델로 전환되고 있습니다. 즉 장애인도 비장애인과 동등하게 법적으로 자원에 접근할 수 있어야 한다는 것입니다. 지난 1월에 열린 한국관광공사 (KTO) 2023년 산업계획 발표회에서는 장애 인식 개선을 위한 교육과 장애인 여행 및 관광 분야발전을 공사의 임무 중 하나로 제시했습니다. 이에 본 연구의 목적은 장애인과 일상적으로 직접적으로 교류하는 활동지원사의 교육 훈련 환경에서 어떤 일이 이루어지고 있는지 파악하는 것입니다. 본 연구에서는 보건복지부와 한국장애인개발원이 만든 활동지원사 양성과정에 대한 참여자 관찰과 내용 분석을 활용했습니다. 본 연구는 현재의 교육 훈련 모듈이 활동지원사에게 관광, 여행 및 교통에 대한 장애인 정보 또는 활동지원사를 제공하는 방식을 거의 반영하지 않고 있음을 나타내며 향후 교육 과정 제공을 개선할 수 있는 방법을 제안합니다.

영문 초록

It is essential to create an environment where the disabled and the elderly can travel and tour conveniently and safely. An Activity Support Worker refers to a person who has completed a specialized training course to work with people with disabilities. Since the Disability Discrimination Act in 2007, there has been a shift away from the Welfare model of disability towards a Human Rights model: People with disability must be given the same legal access to resources as their non-disabled counterparts. The Korea Tourism Organization (KTO) 2023 Industrial Plan Presentation held January 2023 seeks to help advance education for improving awareness of disabilities and the area of travel and tourism for people with disability as one of their mandates. It is the purpose of the current research to understand what is being done within the educational training setting for the Activity Support Worker, those who interact directly on a day-to-day basis with people with disability. For this research participant observation and content analysis are used for the Activity Support Worker Training course created by the Korean Ministry of Health & Welfare and the Korea Disabled People’s Development Institute. The current research indicates that the current educational training module reflects little in the way of providing the Activity Support Worker information or support for people with disability for tourism, travel and transportation and suggests ways to improve future course delivery.
