국문 초록

본 연구는 인구추계 및 현역판정률을 토대로 병역가용자원의 변화 및 징병제도의 유지비용을 분석하였다. 특히, 2025년을 목표로 추진되는 병사 봉급 인상안을 반영하여 병장 기준으로 2023년에는 월 봉급과 자산형성프로그램을 각각 100만원과 30만 원, 2024년은 125만 원과 40만 원, 2025년에는 150만 원과 55만 원을 더해서 월 205만 원을 단계적으로 인상하는 구체적 봉급체계를 적용하였다. 또한, 병무청의 최근 5개년 평균 현역판정률을 반영하여 병역가용자원 산출의 현실성을 높이고자 하였다. 매년 29.8만 명의 병사와 20.2만명의 간부 운영유지비용이 발생하는 현 징병제도를 분석한 결과, 징병제를 2050년까지 유지할 경우, 병역가용자원이 부족해지는 2028년부터는 전투력의 공백을 대체하기 위한 첨단 무기체계 보강비용이 추가되어 연간유지비용은 약 16.9 ~ 29조원 정도가 소요됨을 알수 있다. 또한, 병사 봉급인상에 따른 운영유지비의 증가분은 연간 1.5 ~ 4.9조원으로 분석되었다. 이번 연구에서는 가장 최신의 인구통계자료 및 병사 봉급인상분과 병무청의 현역판정률을 적용하여 실질적으로 징병제를 유지함에 있어서 발생하게 될 간부와 병사의 유지비용을 정확하게 예측하고, 이를 통해 병력 부족 현상이 발생할 시기와 안보수준을 유지하기 위해 병력을 대체할 무기체계 보강비용까지 함께 분석할 수 있었다. 본 연구는 국가안보에 큰 위협으로 다가올 징병자원 부족현상에 따른 비용 증가 예상을 가시화하고, 현 징병제도의 운영유지비용을 바탕으로 향후 병역제도 전환가능성 판단 및 과도기적 병역제도 개선을 위한 비용자료를 제시했다는 데 의미가 있다.

영문 초록

This study analyzed changes in military service resources and maintenance costs of the conscription system based on population estimation and active duty judgment rates. In particular, reflecting the proposed increase in soldiers' salaries targeted for 2025, we applied a specific salary system to gradually increase the monthly salary and asset-building program to KRW 1 million and KRW 300,000 in 2023, KRW 1.25 million and KRW 400,000 in 2024, and KRW 1.5 million and KRW 550,000 in 2025, respectively, for a sergeant. In addition, we tried to increase the realism of the calculation of military service resources by reflecting the average active duty determination rate for the last five years. After analyzing the current conscription system, which incurs annual maintenance costs of 0.298 million soldiers and 0.202 million executives, it was analyzed that if the conscription system is maintained until 2050, the annual maintenance costs will be about 16.9 to 29 trillion won, including the cost of reinforcing advanced weapon systems to replace the gap in combat power from 2028, when military service resources become scarce. In addition, the increase in operating and maintenance costs due to the increase in soldiers' salaries was analyzed to be 1.5 to 4.9 trillion won per year. By applying the most recent demographic data, soldier salary increases, and the active duty determination rate of the Korean Armed Forces Administration, the study was able to accurately predict the cost of maintaining executives and soldiers by substantially maintaining the conscription system, and analyze when a shortage of troops will occur and the cost of reinforcing weapons systems to replace troops to maintain security levels. The significance of this study is that it visualized the expected increase in costs due to the shortage of recruitment resources, which is a major threat to national security, and presented the basis for judging the sustainability of the future military service system and improving the transitional military service system based on the operating maintenance costs of the current conscription system.
