국문 초록

제 5차 영재교육진흥 종합계획이 수립되어 영재교육 20년을 맞이하는 시점에서 지난 그동안 이루어진 영재교육 현황과 주요 이슈, 관련성과 및 과제를 살펴보는 것을 연구목적으로 한다. 이를 위해 영재교육 통계연보 분석을 기초로 영재교육 현황을 살펴보고, 한국 영재교육학회의 학술대회 주요 주제와 영재교육학회 학술지인 영재와 영재교육에 게재된 논문을 분석하였다. 먼저 영재교육 현황과 관련하여 영재교육의 정점은 2차 영재교육진흥종합계획이 끝나던 2012년부터 3차 영재교육진흥종합계획이 시작되던 초반부(13~14)라 할 수 있다. 그 후 영재교육은 정체기와 쇠퇴기를 겪고 있으며, 학령인구 감소와 ’소수 엘리트 교육’이라는 부정적 인식, 상급학교 진학 시 영재교육 이력 미반영과 일반교육과의 차별성 부족, 영재교육기관의 내실화와 특성화 한계 등이 영재교육 발전의 장애요인으로 제기되고 있다. 영재교육 주요 이슈와 관련된 범주별 논문 편수와 1차, 2차, 3차, 4차 영재교육진흥 종합계획 시기별 학술대회 주제를 분석한 결과, 초기에는 영재 판별과 교육, 프로그램 개발 등 영재교육을 도입하여 안착시키고 영재교육 수혜 학생을 1만 명(전체 1%)까지 확산시키는데 역점을 두었고, 그 후 교사 관찰 추천 융합형 영재 교육 등 영재교육을 도약시켰으며, 교사의 전문성 신장, 소외계층 영재, 인공지능 시대의 영재교육의 방향 등 시대적 토픽을 반영하여 영재교육의 발전을 도모하였다. 그동안 연구된 주요 이슈는 영재교육의 방향 설정, 정책 및 성과관리, 영재성의 개념 및 판별, 교육과정 및 교수학습, 교사의 전문성, 영재의 심리적 구인, 소수계층 영재교육에 대한 것이었다. 끝으로 영재교육의 성과와 과제를 제시하였다.

영문 초록

The purpose of the study is to examine the current status of gifted education, major issues, achievements, and tasks that have been accomplished. To this end, we looked at the current status of gifted education based on an analysis of gifted education statistics yearbook, and analyzed the main topics of the academic conference of the Korean Society for the Gifted and Talented(K,S,G,T,) and papers published in The Journal of K,S,G,T,. First, in relation to the current status of gifted education, the peak of gifted education can be said to be from 2012 to 2013, 2014. Second, initially, the emphasis was on introducing and establishing gifted education and expanding the number of students benefiting. Afterwards, gifted education took a leap forward, including convergence gifted education based on teacher observation and recommendations, as well as increasing the expertise of teachers and improving gifted education for the underprivileged. The development of gifted education was promoted by reflecting contemporary topics such as the direction of gifted education in the era of artificial intelligence. Third, the major issues studied so far were setting the direction of gifted education, policy and performance management, concept and identification of giftedness, curriculum and teaching and learning, teacher expertise, psychological constructs of gifted students, and gifted education for minority groups. Finally, the achievements and challenges of gifted education were presented.
