국문 초록

이 논문은 지역정책의 원칙 속성과 기능을 검토하고, 이에 근거하여 한국의 지역정책 경험을 평가하기 위한 것이다. 원칙은 현상을 평가하기 위한 가치중립적 성격을 띠고 있다. 따라서 원칙이 없으면 공동체를 형성, 운영하기도 어렵다. 원칙은 공동체에서 일상생활을 함께 하면서 가꿔진 상식과도 같은 몇 가지 공리에 근거하여 수립될 수 있다. 첫째는 가변성의 공리인데, 이는 모든 것이 변한다는 사실을 의미한다. 둘째는 개연성의 공리로서 인간은 인식의 한계를 타고나서 현실을 있는 대로 인식할 수 없음을 의미한다. 따라서 누구라도 실수할 수 있다. 셋째는 수단의 인과율 공리로서 목표는 수단을 통해 실현되지만 수단은 시간 흐름을 되돌려서 결과를 통해 작동하지 않음을 의미한다. 넷째는 모든 것이 다른 것과 비교되는 특성을 가지고 있다는 차별성의 공리이다. 마지막 다섯째는 다수결의 공리로서 다수가 지역사회 주류를 이루고 있음을 의미한다. 이러한 관점에서 한국의 지역정책 원칙은 수도권 지역의 성장억제와 지역 균형발전 촉진으로 도출된다. 하지만 한국의 지역정책은 이러한 원칙을 따르지 않아 수도권 집중은 늘어났고, 지역균형은 정치적 구호로 전락하였다. 특히 이 논문은 디지털 시대의 탈 공간화 현상에 대처하기 위해 지역정책의 새로운 원칙이 필요하다고 주장한다. 디지털 시대엔 인간은 휴대전화와 인터넷을 통해 어디서든 일을 할 수 있는 디지털 유목민으로 진화하고 있다.

영문 초록

This paper ① examines the properties and functions of the principles of regional planning, ② evaluates Korean practical experiences based on those principles, and ③ suggests new regional principles to cope with the digital era. The principle should be value-neutral as a criterion for evaluating the status quo. Therefore, without principles, it is difficult to build and operate a sense of commonality, which energizes and fuels the community towards the future. It’s why principles are geared with the concept of sustainability. Those principles can be established based on several axioms, which are cultivated while sharing daily life in a community. The first is the axiom of variability, which implies everything is changing. The second is the axiom of probability, which means everything cannot be grasped as a whole at once, because human cognition is limited. The third is the axiom of causality, which connects the process and the goal. It hints that the goal is realized through means, but means cannot be operated by the final results against time sequence. The fourth is the axiom of differentiation that everything is unique. The last fifth is the axiom of majority rule that the majority is the mainstream of a community. From these points of view, the principles of regional planning in Korea have been derived as followings: controlling growth in the capital region and realizing the balanced regional development. However, Korea's regional planning did not adhere to these principles, which eventually intensified the concentration on the capital region, and propagandized ‘regional balance’ as political slogans. In particular, this paper argues that new principles of regional planning are needed to manage digital space, in other word despatialization phenomenon. In the digital era, people are evolving into digital nomads who can work anywhere via mobile phones and the internet. This is why the paradigm of regional planning should be changed from a place-oriented approach to a people-oriented approach.
