북한 군사정책 변화에 대응하는 국방개혁 4.0 운영체계 분석

국문 초록

본 연구는 사회적 명제로서의 사회적 동력과 사회변화 초점을 맞추어 북한 군사정책의 변화를 이해하고 대응전략 분석을 통해 대한민국의 국방개혁 4.0과 이에 부합하는 인력운영체계를 분석하였다. 분석결과 북한군 구조는 지휘체계 면에서 남한군과 다른 통합군제 형태이며 최고사령관 아래 총참모부, 총정치국, 국방성의 세 실무기구를 중심으로 운용되고 있다. 또한 ‘당-국가 체제’의 특성으로 인해 노동당이 군을 지도ㆍ통제하는 ‘당적 통제구조’가 존재하는 것이 가장 특징적이고도 중요한 부분이다. 결과적으로 군에 대한 당적 통제의 구조는 당 중앙군사위원회와 노동당 군정지도부를 통해 이루어 진다는 것을 알 수 있었다. 대한민국 국방정책의 인력운영체계 개선은 국방개혁과 맥을 같이 하여 제도적인 뒷받침이 없이는 개선이 어렵다는 것을 알 수 있었다. 이러한 결과는 2005년부터 추진해오던 국방개혁 2.0과 윤석열 정부의 국방개혁 4.0의 차이점을 북한군사정책의 위협인식, 목표와 추진중점, 세부추진 등을 통해 판단 할 수 있었다. 특히 국방개혁 4.0뿐 아니라 국방비전 2050, 2060에 관련 내용을 포함하여, 2060년을 기준으로 한 국방정책과 비전에 인력운영체계의 혁신적인 개선사항이 반드시 명시되어 국가정책 차원에서 검토가 이루어져야 할 것이다. 한편, 국방개혁 4.0 추진중점인 목표연도 정원 및 편제 재설계와 간부의 항아리형 계급구조로의 개편방향의 인력운영체계의 합리적 방안은 의무병의 규모와 편제를 감소하고, 직업군인의 규모를 확대하는 방안과 연계되어야 할 것이다. 병역제도 차원에서는 지원병의 지원분야와 계급을 확장하는 방법과 초급장교의 의무복무 이후 직위전환을 위한 전환제도 마련이 연계되는 것이 필요하다. 아울러 다른 추진 중점인 비전투분야에 민간인력의 활용을 확대하는 방안과 민간인력 전환을 위한 조직ㆍ인사ㆍ근무제도 개선 사항, 그리고 전투ㆍ전투지원 및 작전지속지원 조직의 최적화 중점과 연계한 인력운영체계의 방안으로는 대체복무제도의 감축, 여군인력의 확충, 다문화가정 출신 인력의 확대가 효율적인 대안이 될 수 있다. 마지막으로 병역제도 면에서는 지원병의 유인제도 마련을 통해 비전투분야의 전문인력의 확보 및 확충을 고려해 볼 수가 있고, 이를 통해 현실적인 운영이 가능할 것이다.

영문 초록

This study understood changes in North Korea's military policy and analyzed Korea's defense reform 4.0 and the corresponding manpower operation system through response strategies, focusing on social dynamics and social changes as social propositions. As a result of the analysis, the North Korean military structure is a different form of integrated military system from ours in terms of command system, and three working organizations of the General Staff, the General Political Bureau, and the Ministry of National Defense. The difference between Defense Reform 2.0 and the Yoon Suk Yeoln government's Defense Reform 4.0 that have been promoted since 2005 could be determined through the threat perception, goal and promotion, and detailed promotion of the North Korean military policy. In particular, innovative improvements in the manpower operation system must be specified in the defense policy and vision as of 2060 and reviewed at the national policy level, including related contents in defense vision 2050, 2060, as well as defense reform 4.0. On the other hand, the rational plan of the manpower management system in the direction of redesigning the target year and reorganizing the executives into a jar-type class structure, which is the focus of the defense reform 4.0, should be linked to ways to reduce the size and size of professional soldiers. In terms of the military service system, it is necessary to link the method of expanding the support field and class of volunteers and the preparation of a conversion system for changing positions after the mandatory service of beginner officers. In addition, reducing the alternative service system, expanding the number of female military personnel, and expanding the number of people from multicultural families can be an efficient alternative to expanding the use of civilian manpower in non-combat areas, improving the organization, personnel, and work system. Finally, in terms of the military service system, it will be possible to consider securing and expanding professionals in the field of non-combat by preparing an incentive system for volunteers, and it will be practically possible to operate.
