국문 초록

본 연구는 과학기술정책의 사회적 수용성 제고를 위한 연구를 수행하고자 하였다. 이를 위하여 합리적 행동이론(TRA: Theory Reasoned Action)을 바탕으로 과학기술정책 중 최근 4차 산업혁명에 대한 시민의 인지와 태도 간의 영향관계에 관해 분석하였다. 특히 심층적인 분석을 위해 ICT 활용수준에 따른 시민 간 차이 검증을 실시하고, 과학기술정책에 대한 위험인식을 매개변수로 활용하였다. 분석결과를 종합하자면 다음과 같다. 첫째, 4차 산업혁명의 인지가 위험인식에 통계적으로 유의한 수준에서 부의 영향을 미쳤고, 4차 산업혁명의 태도에 통계적으로 유의한 수준에서 정의 영향을 미쳤다. 그리고 위험인식은 4차 산업혁명의 태도에 통계적으로 유의한 수준에서 정의 영향관계를 가지는 것을 확인하였다. 둘째, 4차 산업혁명의 인지는 위험인식을 매개로 4차 산업혁명의 태도를 감소시키는 것으로 나타났다. 셋째, ICT 활용수준에 따라 유의미한 차이가 있는 것으로 나타났으며, ICT 활용수준이 높을수록 4차 산업혁명의 인지가 위험인식을 낮추는 것으로 나타났다. 이상의 분석결과를 토대로 다음과 같은 함의를 제시하였다. 첫째, 과학기술정책에 대한 인지를 높일 수 있는 차별화된 정책홍보 방안의 구축이 필요하다. 둘째, ICT 활용수준 즉, 디지털 격차를 줄일 수 있는 다양한 교육프로그램을 제공할 필요가 있다. 셋째, 과학기술정책을 통해 발생할 수 있는 위험상황과 해결방안에 대한 교육이 필요함을 확인하였다.

영문 초록

This study conducted a basic research on how to improve citizens’ acceptance of science and technology policies. The research was based on the ‘Theory Reasoned Action (TRA)’ to analyze the relationship between citizens’ perceptions and attitudes toward the recent Fourth Industrial Revolution of the science and technology policies. For more in-depth analysis, differences of the citizens’ level of ICT utilization were verified, and the risk perception of science and technology policies was used as a parameter. The results of the analysis were found are as follows. First, the perception of the Fourth Industrial Revolution had a negative effect on the risk perception at a statistically significant level, and a positive effect on the attitude of the Fourth Industrial Revolution at a statistically significant level. Further, it was confirmed that risk perception had a positive influence on the attitude of the 4th Industrial Revolution at a statistically significant level. Second, it was found that the perception of the Fourth Industrial Revolution reduced the attitude of the Fourth Industrial Revolution through the risk perception. Third, there was a significant difference depending on the level of ICT utilization, meaning that the higher utilization level lowers the risk perception of the Forth Industrial Revolution. Based on the analysis results, the following implications were presented. First, the necessity of preparing various promotional measures to raise the awareness of science and technology policies was confirmed. Second, the higher the level of ICT utilization lowered the awareness of science and technology policies, so it is necessary to provide various educational programs to reduce the digital gap. Third, it was confirmed that training on possible risk situations and finding solutions through science and technology policies is needed.
