국문 초록

본 논문은 청년문제가 이슈화된 2000년대 초반부터 현재까지 정부별 청년정책에 대해 알아보고, 뉴스데이터를 활용하여 정부별 청년과 청년정책을 빅데이터 분석으로 살펴보았다. 시기 분류는 정부별로 ① 노무현 정부(2003년 3월~2008년 2월) ② 이명박 정부(2008년 3월~2013년 2월) ③ 박근혜 정부(2013년 3월~2017년 4월) ④ 문재인 정부(2017년 5월~2022년 4월)로 구분하였다. 각 정부의 ‘청년’을 분석하였고 문재인, 윤석열 정부는 청년기본법이 법률로 제도화된 시기로 ‘청년정책’을 함께 분석하였다. 분석결과를 토대로 첫째, ‘청년’과 ‘청년정책’의 관심도, 둘째, 청년들의 참여와 소통, 셋째, 중앙부처와 지자체의 노력, 넷째, 포괄적이고 종합적인 정책 수립과 추진 등 청년정책의 발전방안과 방향을 제시하였다. 본 연구는 지난 20여 년간 청년, 청년정책 사회적 관심도의 변화 양상과 흐름을 정부별로 살펴보고 정리하였고, 빅데이터 분석을 통해 청년정책의 발전방안과 방향을 제시한 것에 의미가 있다. 청년정책 관련 연구는 2020년 청년기본법 제정 전후로 연구기간이 짧다. 앞으로 청년정책의 발전을 위해 다양한 주제와 많은 연구가 필요하다.

영문 초록

The purpose of this study was to examine Korean youth policies of each regime from the early 2000s when youth problem became an issue to the present and, using news data, to analyze youth and youth policies of each regime through big data analysis. The period was divided into ① Roh Moohyun regime (2003/03 - 2008/02), ② Lee Myungbak regime (2008/03 - 2013/02), ③ Park Geunhye regime (2013/03 - 2017/04), and ④ Moon Jaein regime (2017/05 - 2022/04). The ‘Youth’ of each regime was analyzed, and the ‘Youth Policy’ was also analyzed for the Moon Jaein and Yoon Seokyeol regimes, the period when the Youth Basic Act was institutionalized into law. Based on the analysis results, plans and directions for the development of youth policies were suggested, including (1) the level of interest in ‘Youth’ and ‘Youth policies’, (2) youth participation and communication, (3) efforts by central government departments and local governments, and (4) comprehensive and comprehensive establishment and promotion of policies. This study contributed to this field by examining and summarizing the change and flow of social interest in youth and youth policies by regime over the past 20 years and, through big data analysis, suggesting development plans and directions for youth policies. Research on youth policy has a short history since it began before and after the enactment of the Basic Youth Act in 2020. For the development of youth policy, many studies on various topics are required.
