A Study on the Necessity of Conversion to the Volunteer Military Service System: Focusing on the Comparative Analysis of the Conscription and the Volunteer Service System

국문 초록

본 연구는 현재 대한민국에서 가장 심각한 문제로 거론되는 저출산 문제와 인구절벽 현상으로 인한 병역자원 감소, 그리고 향후 병력충원의 한계를 마주하게 될 현 징병제도의 지속가능성에 대해 비용측면에서 검토하고 이에 대한 대안으로서 모병제 시행시의 비용분석을 실시하였다. 이때 두 병역제도 시행상의 편익은 고려요소의 다양성과 정량화의 제한으로 배제하고 비용만을 비교하였다. 통계청의 장래인구추계자료와 병무청의 현역판정율을 토대로 가용병역자원의 변화 및 두가지 병역제도별 운영유지비용을 분석하였다. 분석결과, 현재의 징병제를 2050년까지 유지할 경우 매년 29.8만 명의 병력 운영유지비용이 발생하고, 병역가용자원이 부족해지는 2028년부터는 전투력의 공백을 대체하기 위한 첨단 무기체계 보강비용을 추산할 경우 징병제 유지를 위한 연간유지비용은 약 3.6~5.4조원 정도가 소요되는 것으로 분석되었다. 반면 모병제를 시행시에는 2050년까지는 병역자원의 부족현상 없이 병역제도의 유지가 가능하며 연간 운영유지비용은 11.1~19.8조 원이 필요한 것으로 나타났다. 이번 연구를 통해 변화하는 국방환경에도 징병제도가 여전히 효율적인지 비용 대 효과 측면의 판단과 동시에 모병제 전환시의 경제적 비용이 얼마나 크게 소요될 것인가에 대한 신뢰성 있는 기초자료를 제공함으로써 한국군의 새로운 병역제도 개선 및 전환 준비에 도움이 되기를 바란다.

영문 초록

This study investigated the sustainability of the current conscription system in South Korea in terms of cost, which faces future limitations in military recruitment and a decline in military resources due to the serious problems of low birth rates and the population cliff. Additionally, the study conducted a cost analysis of implementing a voluntary military system as an alternative solution to these challenges. We excluded the benefits of implementing both military service systems due to the diversity of factors considered and limitations in quantifying them and compared only the costs. According to the analysis results, if the current conscription system is maintained until 2050, annual operation & management(O&M) costs of 298,000 soldiers will be incurred. Furthermore, starting from 2028, when the available military resources become insufficient, the annual maintenance cost for sustaining the conscription system is estimated to be around 3.6 to 5.4 trillion KRW, taking into account the additional expenses for reinforcing advanced weapon systems to compensate for the gap in combat capabilities. In contrast, implementing a volunteer military system would allow for the maintenance of the military system without the shortage of military resources until 2050, with an annual O&M cost of 11.1 to 19.8 trillion KRW. This study aims to provide reliable baseline data on the economic cost of transitioning to a volunteer military system while assessing the cost-effectiveness of the conscription system in a changing defense environment. Through this, we hope to contribute to the improvement and transition of the new military system for the South Korean military.
