국문 초록

본 논문은 코로나19와 관련한 위기상황에서 북한의 대응체계를 살펴보는 데 목적이 있다. 북한의 코로나19 대응에 대해 코로나19 확진자 발생 전인 2019년 12월부터 2022년 5월 초까지, 공식 확진자 발생 이후인 2022년 5월 12일부터 8월 9일까지, 코로나19 종식을 선언한 2022년 8월 10일 이후부터 현재까지로 구분하여 분석했다. 북한 사회의 폐쇄적인 특성상 북한에서 코로나19로 인한 확진자와 사망자가 구체적으로 얼마만큼 발생했는지에 대한 통계자료를 신뢰하기 어려운 한계가 있다. 북한의 보건의료 체계는 세계적인 수준에 비해 낙후되어 있어 코로나19 위기상황에 대응하는데 많은 어려움을 겪었다. 어려운 상황 속에서도 북한은 코로나19와 관련한 위기상황에 대해 국제사회의 도움이나 지원을 받기보다는 자력으로 극복했다. 북한은 코로나19 초기 시기부터 국경 폐쇄, 이동 제한 등 강력한 봉쇄정책을 추진했다. 북한은 코로나19 발생 이후 전염병예방법을 개정하고 비상방역법을 제정하는 등 관련 법제도를 정비했다. 종합하면 북한은 강력하고 선제적인 봉쇄와 통제, 자력갱생, 법제도 정비 등을 통해 코로나19에 대응했다.

영문 초록

This paper aims to examine North Korea's response to the COVID-19 crisis. This paper analyzes North Korea's response to COVID-19 in three distinct periods: before the outbreak, from December 2019 to early May 2022; after the official outbreak, from May 12 to August 9, 2022; and after August 10, 2022, when the country declared the end of COVID-19, to the present. Due to the closed nature of North Korean society, there are limitations to trusting statistics on the specific number of COVID-19 cases and deaths in North Korea. North Korea's healthcare system is underdeveloped compared to global standards and has faced many challenges in responding to the COVID-19 crisis. Despite the difficulties, North Korea has managed to cope with the COVID-19 crisis on its own, rather than relying on the international community for help or support. From the beginning of the pandemic, North Korea pursued a strong containment policy, including closing its borders and restricting movement. Since the outbreak, North Korea has revamped its legal system, including amending the Epidemic Prevention Act and enacting the Emergency Prevention and Control Act. In sum, North Korea has responded to COVID-19 through strong and proactive containment and control, self-regeneration, and legal system development.
