그간 브라질의 대외관계 측면에서 상대적으로 관심이 부족했던 아프리카 대륙은 2003년 룰라 대통령이 집권하면서 브라질 외교정책의 핵심으로 부상하였다. 취임 연설에서 룰라 대통령은 아프리카 국가들과의 관계를 강화하겠다고 천명하며, 이와 동시에 아프리카 대륙의 발전 가능성을 강조하였다. 룰라의 선언은 단순한 레토릭을 넘어 무역, 정치, 문화, 개발 원조와 같은 분야에서 브라질과 아프리카 간의 관계를 전례 없이 확대하는 것으로 이어졌으며, 이는 남남 외교정책 접근 방식에 기반하고 있다. 그렇다면 룰라의 집권 기간 동안(2003-2010) 아프리카에서 브라질의 존재감 증대에 기여한 요인은 무엇인가? 즉, 브라질의 대아프리카 남남협력 정책 형성에 영향을 미친 주요한 결정 요인은 무엇인가? 본 연구는 이와 같은 연구질문에 해답을 제시하는 것을 목적으로 한다. 브라질의 아프리카 정책에 대한 기존 연구는 정책 수립과 실행에 영향을 미치는 구체적인 요인에 대한 명확한 탐구가 부족하다. 아울러 브라질의 아프리카 정책을 다루는 대부분의 연구는 국가를 합리적이고 통일된 행위자로 보는 현실주의와 같은 행위자-일반 이론에 의존하여 구조적 관점을 취했다. 이러한 맥락에서 본 연구는 브레처 모델을 활용하여 브라질의 아프리카 남남협력 정책 형성에 직간접적으로 영향을 미친 구체적인 결정요인들을 분석하는 것을 주요 목적으로 한다.

영문 초록

With the rise of Lula to power in 2003, the African continent, which had historically been overlooked, gained significant attention in Brazilian foreign policy. In his inaugural speech, Lula expressed Brazil’s commitment to strengthening its connections with African nations, emphasizing the potential for development on the continent. Lula’s determination went beyond mere words, leading to an unprecedented expansion of relations between Brazil and Africa in areas such as trade, politics, culture, and developmental aid, all in line with the South-South foreign policy approach. What factors contributed to the heightened activism of Brazil in Africa? In simpler terms, what were the main determinants that influenced the formation of Brazil’s South-South cooperation policy towards Africa? The existing literature on Brazil’s Africa policy lacks a clear exploration of specific factors that influence policy formulation and implementation. Most studies addressing Brazil’s Africa policy have taken a structural perspective, relying on actor-general theories such as realism, which view the state as a rational and unified actor. However, understanding the determinants of foreign policy necessitates actor-specific perspectives that focus on the individual agent. Considering the significant role played by Lula’s strong presidential activism in African affairs, this research aims to examine the specific factors based on the Brecher Model that directly or indirectly influenced the formation of Brazil’s Africa policy.
