국문 초록

지방의 중.소도시들은 도시와 농촌의 성격이 혼재되어 있어, 도시재생의 차원에서 바라보면,매우 복잡하고 난해한 양상을 띤다. 도시의 성격을 띠는 읍 단위의 원도심과 바로 몇 미터만지나면 농촌의 성격을 띠는 면 단위의 상황은 또 다르다. 상황이 이러하다 보니 지역을 떠나는젊은 층들이 많아졌고, 학업을 위해 도시로의 유학을 나가는 청소년층도 많아 인구 감소는 물론, 지역에 남은 인구는 당연히 노령층들이 많아졌다. 이러한 현실은 국내의 저출산.고령화가심화되면서 생산기능을 하는 인구가 줄어들고 인구절벽 위기의 임계점을 넘어서고 있는 현실이다.(이시형.김걸, 2018, 장문현, 2022) 인구감소 추세는 각 지역별로 상이한 추세를 보이지만,공통적으로는 지방의 중.소도시 및 농산어촌의 소멸위험이 더욱 심각하다는 것이다. 진안군의 도시재생 사업의 사례를 살펴보면 고령인구의 분포가 높지만 도시재생 사업의 참여율은 높으나, 다양한 사업에 중복 참여자가 많고, 높은 연령으로 인한 사물 및 사업에 대한인지능력이 다소 저조하다 보니 도시재생지원센터의 직원들은 하나의 사업을 진행하기 위해같은 내용의 안내를 매회 여러번 반복적으로 학습 및 관리를 해야 한다. 도시재생 사업도 최근엔 인구감소와 지방소멸 위기에 대응하여 자녀들의 고향으로의 제 유입을 많이 권장하는 추세이며, 도시재생의 정책에 대한 새로운 패러다임을 필요로 하고 있다.진안군의 도시재생 사례를 살펴봄과 같이 인구의 감소와 고령화 사회는 앞으로도 막을 수 없는 현실이며, 이는 진안군 뿐만 아니라, 지방의 중.소도시 대부분의 현황이 비슷한 처지이다.하여, 지역의 문제를 지역 안에서 찾으려는 해법도 중요하지만 지역에 뿌리를 두고 지역의 사랑과 관심, 애착을 가지고 함께 고민하려는 자세야 말로 현 인구감소, 지방 소멸의 지역에 필요한 자세라 할 수 있다.

영문 초록

Local small and medium-sized cities have a mixture of urban and rural characteristics, and from the perspective of urban regeneration, they are very complex and difficult. The situation in the original city center at the eup unit, which has the character of a city, and the unit at the unit of a village, which is just a few meters away, is different. As a result of this situation, more and more young people leave the region, and more and more young people go to the city to study in the city. This reality is a reality in which the population performing productive functions is decreasing and the critical point of the population cliff crisis is being crossed as Korea’s low birth rate and population aging intensify. However, what is common is that the risk of extinction in rural small and medium-sized cities and rural fishing villages is more serious. Looking at the case of urban regeneration projects in Jinan-gun, although the distribution of the elderly population is high, the participation rate in urban regeneration projects is high. Employees of the center have to repeatedly learn and manage the same information several times each time in order to carry out a single project. Urban regeneration projects are also a trend to encourage the influx of children to their hometowns in response to population decline and the crisis of local extinction, and a new paradigm for urban regeneration policies is needed. As in the case of urban regeneration in Jinan-gun, population decline and an aging society are an unstoppable reality, and this is not only true of Jinan-gun, but also of most small and medium-sized cities in the provinces. Therefore, it is important to find solutions to local problems within the region, but the attitude to take root in the region and to think together with love, interest, and attachment to the region is the attitude necessary for the current population decline and local extinction.
