국문 초록

본 연구는 코로나-19의 위협적인 환경에서 지역사회 내(서산시 사례)에서 발생할 수 있는 각종 복지 사각지대의 원인과 영향을 살펴본 후 구체적인 해결방안은 무엇인지, 또 지원방안과 한계를 분석하고 최대한 사각지대를 줄일 수 있는 대안을 제시했다. 우선 지역 여건을 기반으로 대상 집단을 파악하면서, 제도 이외의 위기나 재난이 복지사각지대 형성에 영향을 미칠 수 있으며, 특히 코로나-19 전염병 재난으로 인한 소득감소와 경제적 어려움의 위기가구 증가는 물론 폐업 및 실직 등으로 인한 개인이나 가장의 소득 감소 등 각종 영향으로 복지 사각지대가 증가하였으며. 그 대안이 필요하다는 사실을 설명하였다. 사각지대에 많은 영향을 미친 코로나-19는 국민 생활에 많은 영향을 주었으나 그 극복방안으로 복지급여 확충, 지원 수준 및 범위 확대, 위기가구 발굴 및 지원조직(TF)강화와 긴급복지지원시스템 보강, 은둔형 외톨이 지원조례 제정 등의 청년지원정책추진, 생산적 복지시스템 구축 등의 정책대안이 있다. 다만, 본 연구는 대상 집단의 불확정성과 불특정한 영향요인 및 범위의 한계, 제도와 수혜 범위가 불특정으로 실증연구에 한계가 있다. 따라서 빅데이터나 참여 연구 등을 통한 과학적 접근을 지속할 필요가 있다.

영문 초록

This study examines the causes and effects of various welfare blind spots that can occur within the community (Seosan City case) in the threatening environment of COVID-19, and then analyzes the specific solutions, support measures and limitations, and analyzes the blind spots as much as possible. Suggested alternatives to reduce rent. First of all, while identifying target groups based on regional conditions, crises or disasters outside of the system can affect the formation of welfare blind spots. Welfare blind spots have increased due to various influences, such as a decrease in income of individuals or households due to unemployment and job loss. The fact that an alternative was needed was explained. COVID-19, which had a great impact on blind spots, had a great impact on people's lives, but as a way to overcome it, welfare benefits were expanded, the level and scope of support was expanded, the discovery of families in crisis and the strengthening of the support organization (TF), and the reinforcement of the emergency welfare support system, There are policy alternatives, such as promoting youth support policies such as enacting ordinances to support secluded and lonely people, and establishing a productive welfare system. However, this study has limitations in empirical research due to the uncertainty of the target group, unspecified influencing factors, limitations in scope, and unspecified system and scope of benefits. Therefore, it is necessary to continue the scientific approach through big data or participatory research.
