폐기물소각처리시설 입지에 대한 이해관계자의 주관적 인식에 대한 연구

국문 초록

지방자치제 시행 이후 지역 내에서 비선호시설 입지를 둘러싼 갈등이 계속해서 발생하고 있다. 비선호시설 중 폐기물처리시설은 환경기초시설로 분류되어 지역 내에서 발생하는 다양한 폐기물을 처리하는 시설이며, 주민들에게 불쾌감을 줄 수도 있는 시설이다. 2021년 개정된 폐기물관리법 시행규칙의 개정으로 각 지방자치단체에서는 이를 대체하기 위한 폐기물소각시설건립에 박차를 가하고 있다. 이러한 시점에서 폐기물소각처리시설 입지갈등은 계속 증가할 수 있으며, 주민들의 집단행동도 가속화될 것이다. 그러면 지역주민들의 집단행동인 님비(NIMBY)현상을 어떻게 접근할 것인가를 고민해볼 필요가 있다. 폐기물소각처리시설입지에 관한 선행연구들은 연구자가 이론이나 다양한 현황에서 도출한 변수들로 단순 인식 조사를 하거나, 인식의 정도를 영향변수로 활용하는 것이 많고, 갈등상황에서 이해관계자들의 심층적인 인식을 분석하는 연구는 희소하다. 따라서 본 연구는 폐기물소각처리입지갈등에서 지역주민들의 심층적 인식을 끌어내어 이를 유형화하고, 유형별 특성을 분석하기 위해 Q방법론을 활용하였다. 분석 결과 유형별로 응답자 특성, 소각처리시설에 접근하는 시각에 차이를 보였다. 특히, 폐기물소각처리시설에 대한 인식이 찬성과 반대의 두 측면이 아니라 소각시설의 입지와 운영 측면에서 소각장 건설과 운영이 모두 지역주민 수용성의 중요한 지표임을 발견하였다. 그리고 고정관념을 지닌 지역주민들에 대한 수용성 확보를 위한 전략을 수립할 필요가 있음을 제시하였다.

영문 초록

This study aims to grasp the subjective perception of local residents in the midst of conflicts that arise in the process of constructing waste incineration treatment facilities. To this end, the Q methodology which is easy to grasp human subjective perception was used. Since the implementation of the local autonomy system conflicts over the location of non-preferred facilities have continued to arise in the region. With the revision of the Enforcement Rules of the Waste Management Act revised in 2021, each local government is speeding up the construction of waste incineration facilities to replace them. At this point conflicts over the location of waste incineration facilities may continue to increase and collective action by residents will also accelerate. As a result of the analysis of the study there were differences in the characteristics of respondents and the perspective of approaching incineration treatment facilities by type. In particular it was found that both the construction and operation of incinerators are important indicators of local resident's acceptance in terms of the location and operation of incinerators rather than the two aspects of approval and opposition. In addition it was suggested that it is necessary to establish a strategy to secure acceptability for local residents with stereotypes.
