정당의 여성정치발전비 운용 실태에 대한 연구

국문 초록

이 연구는 정당의 국고보조금 가운데 여성정치발전을 위해 사용하도록 책정된 여성정치발전비의 운용 현황을 살펴보고 여성정치발전비의 운용 주체와 용도를 분석하였다. 연구를 위해 정당 회계보고서(2016~2021)를 분석하고, 활용 경험을 파악하기 위해 여성 정치인을 대상으로 심층 인터뷰를 실시하였고 분석결과는 다음과 같다. 첫째, 국고보조금을 관리, 감독해야하는 중앙선거관리위원회의 방임적 관행이 여성정치인을 위한 정치자금법 규정을 무력화시키고 있으며, 둘째, 여성추천보조금의 규모가 명목상의 취지에 비해 지나치게 소액으로서, 여성의 정치참여에 실질적인 도움이 되지 못하고 있으며, 셋째, 여성정치발전비라는 취지가 무색할 정도로 여성 정치인들의 인지도가 매우 낮은 가운데 중앙당을 중심으로 폐쇄적으로 운영되고 있다는 점이다. 이러한 분석결과를 놓고 볼 때, 여성정치발전비는 여성의 정치발전에 기여한다고 보기 어려웠다. 이 연구는 오랫동안 문제로 지적되어 오고 있는 여성정치발전비와 여성추천보조금의 운용 실태를 회계보고서뿐 아니라 여성 정치인에 대한 경험을 토대로 분석했다는 데 의의가 있다. 정당의 국고보조금에 대한 의존도가 최대 50%에 달할 정도로 작지 않은 수준인데도 불구하고 여성정치발전비나 여성추천보조금에 대한 인지도가 낮고 취지대로 사용되지도 못하는 문제를 제기하였다.

영문 초록

This study looks into the implementation of the gender-targeted national subsidy for political parties in Korea, known as the public funding for women’s political development which is designated to be used to support women’s political participation. The aim of the analysis is to determine the extent to which it has been implemented in a transparent and equitable manner, in alignment with the original intention of the law. For the study, party accounting reports (2016-2021) were analyzed, and in-depth interviews were conducted to gain insights into the experience of female politicians who benefited from the subsidies. The followings are the result of the analysis. First, the neglectful practice of the National Election Commission, which is responsible for managing and supervising government subsidies, is undermining the provisions of the public funding for women’s political development. Second, the scale of the subsidy for women’s nomination is insufficient. Third, there is a lack of awareness among female politicians regarding the public funding, as it operates in a closed manner centered on the party. Considering these observations, it is difficult to ascertain its actual contribution to women’s political participation, as originally intended. This study is meaningful as it examines the functioning of public funding for women’s political participation and the subsidy for women’s nomination, both of which have been identified as long-standing issues, by referring not only to the political party’s accounting report but also to the experience of women politicians. Despite parties relying on national subsidies for up to 50% of their political activities, there is a low awareness of gender-targeted national subsidies, and they are not being utilized effectively.
