보호관찰관의 폭행 피해 경험과 직무 스트레스와의 관계

국문 초록

범죄자에 대한 전자감독 업무가 영국 등 해외 선진국에서는 민간경비 회사 차원에서 국가를 대신한 물리적 경비와 인적 경비가 민간 영역에서 다루어지고 있다. 우리나라는 국가공무원인 보호관찰관이 담당하고 있는바, 보호관찰관이 경험하는 직무 스트레스 연구를 통해 향후 민간경비 섹터의 변화, 발전 영역을 미리 모색해 볼 수 있다. 이 연구에서는 전자감독 담당자를 대상으로 데이터 분석을 통해 직무 스트레스에 미치는 피해 경험이 물리적 폭행 피해 경험인지, 정신적 피해 경험인지, 혹은 소송 관련 피해 경험인지 살펴보았다. 형사정책연구원에서 실시한 2차 자료를 토대로 직무 특성 요인, 폭행 피해 경험, 직무 스트레스에 대하여 위계적 회귀분석을 실시하였다. 분석 결과, 모두 선행연구를 지지한 것으로 나타났다. 다른 변수들을 통제했을 때, 사회적지지가 클수록 보호관찰관의 직무스트레스는 유의미하게 감소하는 것으로 볼 수 있다. 또한, 정신피해 경험이 없을수록 보호관찰관의 직무스트레스는 감소하는 것으로 나타났다. 무엇보다도 위계적 회귀분석을 통해 보호관찰관의 피해 경험 관련 변인이 추가되었을 때, 모델 설명력이 크게 높아지는 것으로 나타났다. 관련된 정책적 제언은 본문에서 다루도록 한다.

영문 초록

This study aims at investigating the relationship between victimized experience of probation officer charged in electronic monitoring and job related stress in South Korea. Although the use of the electronic monitoring continues to expand, discussions on the job stress of the officials in charge of it are relatively few. Negative job stress felt by probation officers in charge of community correction will inevitably result in enormous losses of nationwide security, eventually leading to great damage to the public. In particular, the experience of physical or mental violence victimization from probation officers under electronic monitoring will cause a high level of negative job stress. To empirically verify this, a hierarchical regression analysis was conducted in the current study. This study utilized secondary data surveyed by the Korean Institute of Criminology and Justice. As a result of this study, it was found that the victimization of mental violence was statistically significant factor that is associated with job related stress. More importantly, hierarchical regression analysis demonstrated that social support and mental victimization experience were significant factors that are related with stress of probation officers when other variables are controlled. Further policy implications will be discussed.
