최근 드론위협 양상에 따른 대응체계 발전방안

국문 초록

드론은 합리적이고 경제적 비용으로 구매 가능하며, 원격으로 이격된 상태에서의 조종을 통해 자신을 노출하지 않은 채 공격행위를 할 수 있고, 소형의 기체를 이용해 공중 공간에서 자유자재로 기동한다는 점에서 가성비가 극대화 된 최적의 위협수단이다. 최근 범죄, 테러, 전쟁 등 하이브리드·심리전 측면에서 주요한 수단으로 활용되고 있다. 그러나 지속적으로 고조되는 드론위협에 대한 대응체계와 관련해서는 범정부 차원의 실효성 있는 대응방안을 마련하지 못하고 있는 실정이다. 이러한 배경 하에 본 연구의 목적은 국내외적으로 고조되고 있는 드론위협에 대응하기 위해 국내외 드론위협 관련 대응실태를 분석하고 골든타임 내 실효성 있는 대응체계를 제시하는 것이다. 특히 미국 국토안보부의 Counter-Unmanned Aircraft System Technology Guide를 중심으로 주요 관계기관의 거버넌스 대응체계에 측면에서 R & D 기술개발, 국가테러대응체계 등 측면에서 정책적 발전방안을 제시하고자 하였다. 분석 결과, 첫째 미국 국토안보부 과학기술국과 유사한 국내 컨트롤타워 부서 기반하에 AI 기반 지능형 안티드론 플랫폼, 테러현장 이상징후 영상보안, 드론기체 식별장치 등 핵심기술 개발 및 협의체 설치, 둘째 사우디아라비아(후티반군) 등 실존하는 주요 드론위협 주요국가들의 대응개념과 우리나라 위협 환경에 부합된 관계기관 합동 대응매뉴얼(Counter-Unmanned Aircraft System Technology Guide) 및 합동훈련의 정례화, 셋째 중첩성·통합성·다층성 차원의 관계기관 드론 무력화 방안 고도화 등의 시사점을 도출하였다.

영문 초록

Drones are the best threat with maximum cost-effectiveness. It can be purchased at a reasonable and economical cost, and can be remotely separated and attacked through manipulation. Recently, it has been used as a major means in terms of hybrid and psychological warfare such as crime, terrorism, and war. However, the response system to the ever-increasing drone threat is weak. There is no effective countermeasure at the pan-government level. The purpose of this study is to respond to the increasing drone threats at home and abroad. It analyzes the response status related to drone threats and presents an effective response system within the golden time. In particular, it was analyzed in the governance response system of major related agencies. We would like to present policy development plans focusing on R&D technology development and the national terrorism response system. As a result of the analysis, it was proposed to develop core technologies linked to pan-government, research institutes, and companies based on the control tower. Second, a joint standard response manual based on the permanent planning of related agencies was presented. Third, the effective operation of joint training was presented. Finally, the establishment of drone disablement measures by related agencies.
