국문 초록

본 논문은 2017년과 2022년 북한의 ICBM 발사라는 유사한 군사적 도발 행위에 대해 중국의 반응이 상이하게 나타난 원인을 개인과 국가 그리고 국제체제 차원에서 분석하였다. 2017년 당시 중국은 대체로 미국과의 협력 측면에서 북한 문제를 다루고 있었고, 북한의 연쇄 핵실험과 군사적 도발에 대해 우려와 반대의 메시지를 분명하게 발신하였다. 이는 중국이 북한의 도발에 연루되는 것을 차단하는 동시에 미·중 관계를 안정적으로 관리하고 국제사회가 제기하는 중국 책임론을 불식시키기 위함이었다. 하지만 최근 중국이 북한의 도발에 연루되는 것을 우려하는 대신, 북한의 입장을 옹호하고 미국에 책임을 전가하는 모습을 보이고 있다. 중국의 반응에는 왜 이러한 변화가 나타나고 있는 것일까? 연구 결과, 2018-19년 한반도 비핵화 협상 당시 남·북·미 중심으로 논의가 이루어지면서 중국이 배제되는 현상이 발생하였고, 중국은 한반도 문제에서 자신들의 영향력 감소 우려를 넘어 북한이 자신과의 동맹에서 이탈할 수도 있다는 우려를 경험하게 된 것으로 관찰된다. 최근 북한의 도발에 대한 중국의 반응 변화는 중국이 2018-19년 당시 북한으로부터 방기 될 우려를 경험한 이후, 트럼프 대통령의 예측 불가능적 행동과 중국과 북한의 국내 정치 동향 그리고 2018년 이후 전방위적으로 격화된 미·중 갈등 및 우크라이나 사태 장기화 등 대내외 복잡한 요인이 작용한 데 기인한 것으로 판단된다.

영문 초록

This paper examines how China's response to similar military provocations such as North Korea's ICBM launch in 2017 and 2022, has changed and analyzes the causes of the change at the level of individual, national, and international systems. China generally dealt with North Korea in terms of cooperation with the United States in 2017 and clearly sent a message of concern and opposition to North Korea's serial nuclear tests and military provocations. This was to prevent China from being involved in North Korea's provocations, while stably managing Sino-U.S. relations and dispelling the theory of Chinese responsibility raised by the international community. However, instead of worrying about the involvement in North Korea's provocations, China has recently defended North Korea's position and shifted the blame to the U.S. Why is this change occurring in China's response? As a result of the study, it is observed that China was excluded from the discussion centered on the South, North, and the U.S. during the 2018-19 denuclearization negotiations, and that China experienced concerns that North Korea might break away from its alliance beyond its problem of diminishing influence on the Korean Peninsula. China's recent changes in response to North Korea's provocations are attributed to complex internal and external factors such as Trump's unpredictable behavior, domestic political circumstances of China and North Korea, the Sino-U.S. conflict since 2018 and the prolonged Ukraine crisis.
