국문 초록

2018년∼2021년 공공기관평가의 가장 주요한 특징 중 하나는 사회적 가치의 등장이다. 본 논문은 ‘사회적 가치’라는 다소 추상적일 수 있는 기준을 공공기관 경영평가 지표로 사용하면서 목표전도 현상이 발생하였음을 지적하고자 한다. ‘사회적 가치 창출’이라는 모호성은 목표달성을 위한 실질적인 노력보다는 성과지표를 달성하는 표면적 노력에만 집중하게 되는 목표전도 현상을 야기시켰다. 이는 곧 사회적 가치의 본질이라고 할 수 있는 다양한 가치 발굴 노력을 훼손하는 상황까지 발생시켰다. 공공기관 경영평가는 공공기관의 경영 자율성을 저해시키기 위해 만들어진 것이 결코 아니다. 경영평가는 공공기관 스스로가 바람직한 경영목표에 대해 고민하고 이를 달성하는 과정을 지원해주기 위해 존재한다. 현행과 같이 정부가 인위적으로 정의한 사회적 가치를 구현하도록 강요하는 것은 사회적 가치가 추구하는 지속가능성 원칙과도 대비될 뿐만 아니라 바람직하지도 않다. 본 논문은 공공기관 경영평가를 통해 사회적 가치에 대한 비판적 시각을 제공함으로써 진정한 의미의 사회적 가치를 점검하는데 기여하고자 한다.

영문 초록

Since 2018, the emergence of social values has been one of the noticeable trends in the Management Performance Evaluation of Public Institutions (MPEPI). In order to ensure that the government fulfills its obligations to the public in line with their expected standards, it is crucial to incorporate social value metrics into the MPEPI. And it has been expected that it would enable an accurate assessment of the government's performance in meeting its social responsibilities. However, this paper highlights issues caused by introducing these abstract values into the MPEPI. The ambiguous concept of 'social value' has led to goal displacement, where public institutions prioritize superficial efforts to achieve outputs over substantial ones to create social values for society. Furthermore, this has undermined their efforts to discover various values. It is essential to acknowledge that these indicators, which are intended to promote the integration of diverse values, hinder the achievement of what the social values pursue. The MPEPI was not invented to disrupt the management autonomy of public institutions. The purpose of MPEPI is to assist public institutions in considering and achieving their desirable management objectives. Contrary to the intention of the MPEPI, there has been a push for public institutions to create social values that are predetermined and suggested by the government. However, this goes against the principle of sustainability that social values should uphold. This paper aims to provide a critical perspective on social values by demonstrating how social value indicators, which were incorporated in the MPEPI, have been assessed in real-world settings.
