국문 초록

최근 미·중의 패권 경쟁이 격화되면서 동아시아지역에 세계의 군사력이 집중되는 신냉전이 형성되고 있으며, 북한의 핵 위협은 지속적으로 증가되는 등 안보 위기가 고조되고 있으며, 전 세계적으로 기상이변으로 많은 태풍과 강풍, 집중호우와 홍수 등이 발생하고, 지진 및 화산 분화가 급증하고 있다. 본 연구에서는 우리나라 역대 정권의 국가위기관리체계를 살펴보고, 국가위기관리 관련 법령과 조직체계 및 컨트롤 타워, 협의기구를 분석하여 장차 발생될 수 있는 위기 상황에 대처할 수 있는 국가위기관리체계 발전 방향을 제시하였다. 연구 결과, 법·제도 분야에서는 국가위기관리체계의 가장 기본이 되는 ｢국가위기관리기본법｣제정이 반드시 필요하며, 국가위기 경보의 등급화와 국가위기관리 단계의 보완이 요구되었다. 조직체계 및 컨트롤 타워는 국가안보실이 국가위기관리 총괄 컨트롤 타워 역할을 하는 가운데, 국무총리실에 국가위기관리 실행 컨트롤 타워를 편성하여 재난 분야 위기관리를 전담 컨트롤 하면서 국가비상사태대비 기능을 강화하는 방안을 제시하였다. 또한 장차 대규모 위기 상황이 동시다발로 발생할 경우 효율적으로 대처할 수 있도록 개별 법령에 따라 각각 운영되는 협의기구는 ‘국가위기관리회의’로 일원화하는 방안을 제시하였다. ‘맑은 날에 우산’과 같이 위기 상황은 예측하지 못하는 가운데 다가온다. 미리 예상하고 대비하는 것과 모르고 당하는 것은 하늘과 땅 차이다. 장차 다가올 위기 상황은 인류의 상상을 초월하는 규모와 형태가 될 것임을 인식하고, 소 잃고 외양간 고치는 우를 범하지 않도록 법과 제도, 조직체계를 보완하고 발전시켜야 할 것이다.

영문 초록

Recently, as the U.S. and China's hegemony competition has intensified, a new Cold War is being formed in East Asia where the world's military power is concentrated, and the security crisis is increasing, such as the continuous increase of North Korea's nuclear threat. This study examined the national crisis management system of the previous regimes in Korea and analyzed the laws and regulations related to the national crisis management, the organizational system, the control tower, and the consultative body to suggest the direction of the development of the national crisis management system that can cope with the future crisis situation. As a result, in the legal system field, the enactment of the “National Crisis Management Basic Act” which is the most basic of the national crisis management system is essential, and the grading of the national crisis alarm and the supplementation of the national crisis management stage were required. The organizational system and control tower suggested a plan to strengthen the function of the national emergency preparedness while controlling the crisis management in the disaster field by organizing the national crisis management execution control tower in the prime minister's office while the national security office serves as the control tower for the national crisis management. In addition, the councils operated according to individual laws and regulations were proposed to unify into the National Crisis Management Council so that they could cope efficiently if a large-scale crisis occurs simultaneously. Like the “Umbrella on a Clear Day,” the crisis is not predictable, and what is expected, prepared, and not known is the difference between heaven and earth. The crisis situation that will come in the future should be recognized as a scale and form beyond the imagination of mankind, and should be supplemented and developed by law, system and organizational system.
