국문 초록

본 연구는 일본 동일본대지진 대응 과정에서 나타난 지원물자물류 과정의 문제와 이슈를 분석하여 국내의 재난관리자원 운용 효율화를 위한 재난물류 관점의 접근 필요성을 제시하고자 하였다. 일본이 동일본대지진 피해 대응과정에서 확인한 지원물자물류의 핵심적 이슈는 첫째, 물류 인프라 자체의 피해와 복구기간 소요, 둘째, 재난 피해 지역의 지원물자물류를 중개해야 할 시정촌 직원과 시설의 피해 발생, 셋째, 수송수단에 공급할 연료부족 문제, 넷째, 물류 의사결정을 위한 정보의 단절, 다섯째, 비축물자의 상실과 물자집적거점의 기능 저하, 여섯째, 다양한 주체와 주체별 다원화된 복잡한 물류운용 체제의 통합 문제로 나타나고 있다. 이에 대한 개선과제로 재난물류의 통합범위를 물류 관점에서 광범위하게 다루어야 하며, 재난 피해 현장의 불확실성으로 인한 재난물류시스템의 구성요소에 발생할 수 있는 문제들을 고려한 백업시스템과 대책 강화, 민간과의 협려 강화 및 훈련 등을 통한 상호협력의 확인 및 확인된 문제점의 개선 등이다. 재난관리자원 문제는 더 이상 자원의 확보와 비축 문제가 아닌 변화하는 재난 양상에 대응한 재난물류 개념으로 전환되어야 할 시점에 있음을 시사하고자 하였다는데 의의가 있다.

영문 초록

This study attempted to present the necessity of approaching disaster logistics to streamline the operation of disaster management resources in Korea by analyzing the problems and issues of the support logistics process in the process of responding to the Great East Japan Earthquake in Japan. The key issues of supporting materials identified by Japan in the process of responding to the Great East Japan Earthquake are: first, damage to logistics infrastructure itself and recovery period, second, damage to municipal employees and facilities, third, lack of fuel to supply transportation, multiple logistics. As an improvement task, the scope of integration of disaster logistics should be broadly dealt with from a logistics perspective, strengthening backup systems and countermeasures, strengthening cooperation with the private sector, and improving identified problems. It is meaningful to suggest that the disaster management resource problem is no longer a matter of securing and stockpiling resources, but is at a time when it should be converted to the concept of disaster logistics in response to changing disaster patterns.
