국문 초록

국가핵심기술은 유출 시 경제안보를 위협하기기 때문에 이를 보호하기 위한 다양한 노력이 필요하다. 개방형 혁신 관점에서는 기술의 보호 뿐 아니라 활용과의 균형이 궁극적 경제안보에 유리하다. 기존 연구들은 주로 국가핵심기술 등의 보호 측면을 강조하였는데, 본 연구는 양손잡이 이론을 통해 보호와 활용의 균형적 접근이라는 새로운 국가핵심기술 관리 방향을 제시한다. 이를 위해 직장인 250명을 대상으로 설문조사를 수행하고, 기술 보호와 활용이 기업 성과에 미치는 영향을 통계적으로 검증하였다. 분석 결과, 기술 보호는 활용을 통해 기업 성과에 영향을 미치며 보호와 활용의 상호작용 효과가 있다고 확인되었다. 본 연구의 결과는 과도한 규제를 통한 일방적인 국가핵심기술의 보호 보다는 활용을 위한 지원 정책의 필요성을 시사한다.

영문 초록

Since national core technologies threaten economic security when leaked, various efforts are required to protect them. From the perspective of open innovation, however, the balance between protection and utilization of technology is advantageous for ultimate economic security. Prior studies have mainly focused on the protection of industrial technologies, including national core technologies, but this study suggests a new direction for managing national core technologies that is a balanced approach of protection and utilization using the ambidextrous theory. To verify the effectiveness of this balanced approach, we conducted a survey of 250 employees and statistically tested the effect of technology protection and utilization on corporate performance. As a result of the analysis, it was confirmed that technology protection affects corporate performance through technology utilization, and there is an interaction effect between protection and utilization on corporate performance. The results imply the need for a support policies for utilization rather than unilateral protection of national core technologies through excessive regulation.
