국문 초록

지방의 중·소도시들이 대형(학)병원 유치정책을 추진하고 있으나 실패한 사례가 많다. 이 연구는 호남의 유사한 두 도시인 여수시와 군산시가 비슷한 시기에 각각 추진했던 대형(학)병원 유치정책을 연구주제로 설정, 협력적 거버넌스 이론과 최대유사체계분석기법을 적용해 권력엘리트와 이해 당사자들 및 시민단체 등 참여주체 사이의 협력 동학을 분석하였다. 연구는 안셀과 가쉬(Ansell & Gash, 2007)의 모형을 채택해 전개과정을 살폈으며, 참여성, 책임성, 자율성, 네트워크, 개방성, 반응성, 신뢰, 제도화를 거버넌스 구성요인으로 추출하고, 세부 측정지표에 의거 거버넌스 실행여부와 특징을 파악했다. 분석 결과 정책결정의 핵심 주체인 참여주체간의 실질적 협력이 정책결정에 매우 중요한 변수임을 확인할 수 있었다. 거버넌스 모델에서 구성 요인 8개 가운데 책임성, 반응성은 두 도시 모두 낮은 수준을 보였다. 대형(학)병원 유치에 실패한 여수시 경우에는 8가지 구성요인 모두 낮게 평가된 반면, 성공한 군산시에서는 참여성, 자율성, 네트워크, 개방성, 신뢰, 제도화 요인에서 적극성과 실행 노력이 보였다. 결론에서 연구자들은 지역 난제 해결을 위해서는 거버넌스가 중요하며, 그것이 지방도시 정책 결정의 활성화 기제로 착근되기 위해서는 자발적 참여에 기초한 참여주체간의 신뢰형성과 네트워크 구축을 활용한 실질적 협력실행이 필요함을 제언하였다.

영문 초록

Drawing on Ansell and Gash(2007)’s Collaborative Governance model, this study attempts to explain how and why a city succeeds in making a policy solution in the seemingly non-partisan, re-distributive tasks such as inviting a General University Hospital to a locality. A basically identical policy initiatives taken by two mostly similar port cities (Yeosu and Gunsan) in Cholla region, Korea are compared. Collaborations among local power elites, university hospital leaders and local civil society organizations are analyzed through both elite interviews and observations on the flow of events. Efforts by Gunsan was successful while that by Yeosu was not. Itemized analyses find that the policy process in both cities commonly show low-level collaborative governance, especially in the domains of accountability and responsiveness. That in Gunsan, nevertheless, shows a comparatively higher-level collaboration among the actors in the domains of participation, autonomy, network, openness, trust and institutionalization. The researchers interpret it as the key to the success. In conclusion they emphasize both voluntary collaboration, trust-building and network-making among actors in the process.
