국문 초록

러시아발 우크라이나 전쟁이 당초의 예상을 뒤집어 1년 가까이 이어지고 있다. 그리고 이 전쟁은 기존의 NATO 및 유럽의 지정학적 판도를 급격하게 변화시키고 있다. NATO에 새롭게 참가하는 국가들과 중러관계의 미묘한 변화, 그리고 그에 동반하는 여러 가지 국가 간 관계들을 관찰할 수 있다. 여기서 국가 간 이해관계의 차이들로 인해, 그동안 봉합되거나 혹은 미루어졌었던 과거의 갈등들마저 다시 부상하는 사태를 확인할 수 있다. 특히 이러한 변화는 미중갈등으로부터 시작된 국제정세의 변화에 동조하며, 그 영향력은 화약고로 불리는 동북아시아에까지 파급되고 있다. 최근의 핵무장 논의의 점화는 이를 대변한다. 한반도에서 발생하는 한미동맹의 강화와 북한도발의 단계적 강화 및 북중관계 등의 안보적 변수들은 한국이 추구해온 전략적 모호성의 한계를 갈수록 확대하고 있다. 특히 미중갈등이 지속되는 상황에서 발생한 우크라이나 전쟁 및 대만문제 등은 한반도를 둘러싼 지정학적 관계를 이전보다 불안정하게 만들며, 미국이 이와 관련한 중국 및 북한과의 관계를 의식해 인도-태평양 전략을 강화하는 결과로 이어졌다. 또한, 이러한 변화는 기술패권, 에너지안보 등의 이슈들을 흡수하며 과거보다 복합적인 형태로 발전하고 있다. 지금까지 한국은 강대국 외교에 일방적으로 휩쓸리지 않기 위한 전략을 구축하려 노력해왔다. 그러나 강대국들과의 비대칭적 국가관계는 남북 간 양자구조 자체의 자율적인 변화를 제한하며, 한국을 불분명한 외교적 성과와 기회비용을 저울질해야 하는 상황으로 내몰고 있다. 특히 한국의 전략적 모호성은 선택의 분기점에서 그 유예를 늘려줘 왔지만, 이제는 미국과 중국의 외교적 압박을 유발하는 촉매로서 변이되기 시작했다. 한반도를 둘러싼 지정학적 관계에 대응하기 위한 국가전략이 갈수록 큰 부담으로서 다가오고 있다. 한국이 전략적 모호성과 틈새 외교를 통해 한반도 전략을 구성하는 과정은 이제 단순한 4강 외교를 통해 충족될 수 없다. 한국은 한반도를 기반으로 지역 범주의 국가전략을 설계하고, 그 전략을 동맹국들과 공유함으로써 성장을 위한 추진력을 확보해야 한다. 나아가, 정치적 리더십을 확보할 수 있는 공간을 설정함으로써, 비대칭적 국가관계에 전략적으로 대비해야 한다. 인도-태평양 지역은 그 공간으로서 더할 나위 없다.

영문 초록

This article examines Korea's foreign policy and reviews its theoretical limitations and possible alternatives. The Ukraine war has continued for nearly a year, reversing initial expectations. The war is drastically changing the geopolitical landscape of NATO and Europe. We can observe subtle changes in Sino-Russian relations as states join NATO and relationships that are created as a result. Diverging interests among states and even conflicts that have been sealed or postponed have resurfaced. These changes reflect changes in the international situation that began with the U.S.-China conflict, and their influence extends to Northeast Asia, sometimes referred to as “a powder keg.” The recent nuclear armament debate is part of this. Security variables on the Korean Peninsula expand the limitations of the strategic ambiguity that South Korea has pursued. The Ukrainian war and the Taiwan issue, which occurred as the U.S.-China conflict continues, have made geopolitical relations surrounding the Korean Peninsula more unstable, and led the U.S. to strengthen its Indo-Pacific strategy. These changes also affect issues such as technology hegemony and energy security and are developing in a more complex way. South Korea has been trying to build a strategy to prevent being overwhelmed by major powers’ diplomacy. However, asymmetric state relations with major powers limits autonomous changes in the bipolarity on the Korean Peninsula, pushing South Korea to a point where it must weigh unclear diplomatic achievements and opportunity costs. South Korea's strategic ambiguity is now a catalyst for diplomatic pressure from major powers. South Korea’s national strategy to deal with the geopolitics surrounding the Korean Peninsula is increasingly burdensome. Strategic ambiguity and niche diplomacy can now longer be satisfied by simple four-tier diplomacy. South Korea should design regional strategies based on the Korean Peninsula and share those strategies with its allies. Furthermore, by setting up a space to secure political leadership, it is necessary to prepare for asymmetric state relations. The Indo-Pacific region is suitable for its space.
