국내 중소기업의 기술경영 세대별 특성을 고려한 산업기술보호 역량 제고 방안

국문 초록

본 연구는 중소기업의 경영여건 및 기술혁신 활동 등 소위 기술경영 세대별 특성에 따라 기술유출 유형이 상이할 수 있으며, 이러한 점을 고려할 경우, 기술경영 세대별 특성을 고려한 산업기술보호 활성화 방안이 마련될 필요가 있다는 문제인식에서 출발하였다. 이를 위해 본 연구에서는 기술경영 세대별 특성을 살펴보고, 이에 부합하는 분석 틀을 제시한 후 이에 따른 중소기업 기술유출 사례를 살펴보았다. 분석 결과, 원가경쟁력 및 품질 제고 확보 중심의 기술혁신 활동을 전개하고 있는 기술경영 1~2세대 기업들의 경우에는 주요자산에 대한 인식·분리 및 최소한의 관리적 보안 체계 마련이 무엇보다도 중요한 산업기술 보호 활동이 필요할 수 있으며, 자체 기술혁신 역량을 보유하고 있으며 이를 통한 신제품·신사업을 전개하고 있는 기술경영 3~4세대 기업들의 경우에는 주요 핵심인력들에 대한 관리 강화와 더불어 전략적 지식재산권 활용과 관련된 산업기술 보호 활동이 추가적으로 필요할 수 있음을 확인해 볼 수 있었다. 이와 같은 분석 결과는 그간 규모 및 업종 등 중소기업별 경영 여건을 중심으로 전개된 중소기업 산업기술 보호 정책에서 나아가 기술혁신 역량 및 활동 등 기술경영 세대별 특성을 추가로 고려해 볼 필요가 있음을 제기함은 물론, 이를 고려한 중소기업 기술경영 세대별 중점적인 산업기술보호 활동이 무엇인지를 확인하는 등 그 의미가 크다고 할 수 있다. 또한, 본 연구의 경우 실무적·정책적 측면에서도 시사하는 바도 크다고 판단되는데, 먼저 기업에서는 기술경영 세대별 보다 효율적인 산업기술 보호 활동 전개에 필요한 가이드로 활용될 수 있으며, 관련 정책 당국에서는 중소기업의 기술혁신 역량을 고려한 차별화된 산업기술 보호 정책을 마련·추진함에 따라 요구 시 되는 좋은 정책 근거로 활용될 수 있을 것으로 판단된다.

영문 초록

This study began with a research problem that the types of technology leakage may vary depending on the characteristics of generation of technology managemnet, such as management conditions and technology innovation activities of SMEs. Considering these points, it is necessary to prepare a plan to revitalize industrial technology protection in consideration of the characteristics of each generation of technology management. To this end, this study examined the characteristics of each generation of technology management, presented an analysis framework suitable for this, and then examined the cases of technology leakage from SMEs. As a result of the analysis, it was confirmed that first and second-generation technology management companies may need industrial technology protection activities, which are most important to recognize and separate major assets and establish a minimum management security system. Second, in the case of third and forth generation technology management companies, it was confirmed that additional industrial technology protection activities related to the use of strategic intellectual property rights may be necessary along with strengthening management of key personnel. These analysis results confirm the need to further consider technology innovation capabilities beyond the SME industrial technology protection policy, which has been developed around management conditions by SMEs such as size and industry.
