4차 평생교육진흥 기본계획의 중요도와 실행도 요구분석

국문 초록

본 연구는 제 4차(2018-2022) 평생교육진흥 기본계획의 세부 과제에 대한 중요도와 실행도의 차이를 분석하고, 정책의 실효성을 높이기 위한 시사점을 도출하였다. 이를 위하여 기본계획 내 44개의 세부과제에 대하여 19인의 평생교육 관계자를 대상으로 요구분석을 실시하였다. 분석을 위하여 t검증, Borich 공식, 허쉬코비츠(Hershkowitz)의 임계 함수(criticality function)를 활용하였다. 분석 결과, 중요도와 실행도가 모두 높았던 정책과제는 13개(예를 들면, 경력단절 여성 재도약 지원, 희망하는 모든 국민에 문해교육 지원 확대 등), 중요도는 높게 인식되었지만, 실제 수행도가 낮게 응답된 정책과제가 8개(예를 들면, 인생 전환기 진로설계 컨설팅 지원, 국가차원의 평생교육 투자 확대 등), 중요수준에서 낮게 측정되었지만, 실행도가 높았던 과제는 13개(예를 들면, 고령자 맞춤형 학습지원, 다문화 가족 학습지원 확대 등), 중요도와 실행도가 모두 낮게 나온 과제는 10개(예를 들면, 유급학습휴가제 확산, 성인의 학습능력진단도구 개발 및 활용 등)로 나타났다. 이를 기반으로 5차 평생학습 진흥방안에 반영되어 실행도 측면에서 더 주목해야 할 정책과 5차 평생학습 진흥방안에는 반영되지 않았지만, 6차 평생교육 기본계획이 수립될 때 고려해야 할 과제를 논의하고 향후 시사점을 제시하였다.

영문 초록

This study analyzes the differences in importance and implementation level for the detailed tasks of the fourth(2018-2022) basic plan for lifelong education promotion. To this end, a needs analysis has been conducted targeting 19 persons involved in lifelong education for 44 detailed tasks within the basic plan. For the analysis, the t-test, Borich need assessment model, and Hershkowitz's criticality function were used. As a result of the analysis, 13 policy tasks had high levels of both importance and implementation (e.g. support for career-interrupted women, expansion of support for literacy education to all citizens who wish). Eight policy tasks were recognized as highly important, but the actual implementation is low (e.g., support for career planning consulting during the transition period of life, securing investment in lifelong education at the national level), while 13 tasks rated low at the important level, but the level of implementation is high (e.g. the elderly customized learning support, expansion of learning support for multi-cultural families) with 10 tasks with low levels of importance and implementation (e.g. expansion of paid study leave system, development and utilization of learning ability diagnosis tools for adults). Based on this, we identified policies that should be given more attention in terms of implementation in the 5th Basic Plan, and discussed tasks that should be considered when establishing the future 6th Basic Plan. We also provided implications for the future.
